Position Summary

The position is responsible for leading and developing the Complex Care Division at Achieva Support, including the creation and oversight of two new programs focused on medically complex and behavioral health services. The Director of Complex Care will directly report to the Senior Vice President of Achieva Support.

Roles and Responsibilities

  • Lead the design, development, and implementation of medically and behaviorally complex care health programs of Achieva Support.
  • Provide strategic direction and oversight for the Complex Care Division, ensuring alignment with organizational goals.
  • Develop and execute sustainable growth strategies, including revenue generation (fee-for-service and grant funding), and ensure long-term program sustainability.
  • Oversee day-to-day operations, services, and performance outcomes of both programs.
  • Develop, manage, and monitor program budgets to ensure fiscal accountability and adherence to all funding guidelines.
  • Identify and pursue new service opportunities, funding sources, and program expansions that align with agency goals.
  • Ensure compliance with all regulatory, licensing, and evidence-based practice requirements, including audits and quality assurance.
  • Direct and monitor the development of accurate reports, productivity tracking, and contractual / funding compliance.
  • Regularly evaluate services, implementing improvements to meet evolving needs.
  • Monitor productivity metrics, achieve performance targets, and proactively address financial or operational risks.
  • Ensure adequate staffing within the program to meet regulatory needs by developing, reviewing, and managing staff schedules.
  • Participate in ongoing evaluation of staffing needs and schedule efficiency.
  • Be available to address urgent program or staffing issues.
  • Oversee recruitment, supervision, evaluation, and development of staff, including contracted behavioral / medical professionals.
  • Enforce agency personnel policies in collaboration with Human Resources.
  • Foster effective communication and coordination across all internal programs and with external stakeholders.
  • Serve as the organization's spokesperson and liaison to licensing agencies, funders, families, community partners, and advocacy groups, while representing the agency in relevant local and state workgroups, coalitions, and professional associations.
  • Ensure staff are informed and uphold person-centered practices.
  • Maintain strong external partnerships to support program growth and service delivery.

Qualifications

Masters degree in a human services field, with 5 or more years of progressive leadership experience in program services, case management, and crisis intervention. At least 5 years of direct experience in programs supporting people with complex medical and behavioral health care needs, with a proven track record in developing and managing these programs. Strong background in crisis work, program development, evaluation, and organizational strategy. Excellent public speaking, written, and verbal communication skills. Creative, flexible, and able to manage multiple priorities effectively. Strong leadership, decision-making, and problem-solving skills. Business acumen, including budget oversight and inter-program coordination. High degree of initiative, professionalism, and interpersonal effectiveness. Strong supervisory and organizational management skills. A valid Pennsylvania drivers license and a properly insured vehicle are necessary for the role. Act 33 / 34 clearances and an FBI background check are required. The position may involve some local travel and occasional evening or weekend work.
