Director Of Economic Development
Directs, coordinates, and assesses the work of the Deputy Director and subordinate departmental staff to facilitate the achievement of departmental goals and objectives; works under the general direction of the County Administrator with a wide latitude for independent action and judgment; performs other duties as assigned. The Director is evaluated based upon contribution to the efficiency of the Department and the effectiveness of program goals and objectives. The Director leads the County in strong economic relations with the Patuxent Naval Air Station and the community.
Essential Functions :
- Develops, in conjunction with the County Administrator, comprehensive long and short-range strategies designed to achieve County and departmental goals and objectives;
- Formulates and enforces policies and procedures governing the administration of various county administered programs;
- Acts as a liaison between Federal, State, and Local Governmental agencies whose policies, laws, regulations, and directives impact upon departmental and County activities, operations, projects, and programs;
- Develops comprehensive budgets based upon approved programs, resource parameters, technological enhancements, and County policies and procedures; exercises internal fiscal control; reviews capital and asset proposals and contracts;
- Increases professional knowledge through attending workshops and conferences, participating in professional associations and activities, and reading professional and local publications;
- Responsible for primary communication with the Patuxent River Naval Air Station and its tenants, as well as the Southern Maryland Navy Alliance, the Chamber of Commerce and the Patuxent Partnership.
- Performs other duties as assigned.
Departmental Functions :
Responsible for economic development by promoting and facilitating the attraction, location, and establishment of business and other economic enterprises within the County.Provide technical and related substantive assistance to businesses in promoting their development and / or retention in the County, as well as other informational, promotional and facilitating services.Supervise the administration of economic development programs and activities, grants, and other activities related to tourism, agriculture, and economic development.Act as the principal liaison of St. Mary's County with the Maryland Department of CommercePerforms other duties as directed by the County Administrator.Required Knowledge, Skills, and Abilities :
Must maintain residency within St. Mary's County within six (6) months of appointment to position;Ability to gain advanced knowledge of St. Mary's County Government policies and procedures;Ability to act as liaison with the Patuxent River Naval Air Station.Ability to act as a representative of St. Mary's County Government to the public;Advanced knowledge of the principles, practices, and procedures of administrative management, and the ability to interpret them to the staff and the public;Extensive knowledge of governmental fiscal policies, procedures, and legal mandates including the budget process;Extensive knowledge of modern research and investigative techniques and procedures;Extensive knowledge of the laws, statutes, and ordinances of the State of Maryland and St. Mary's County;Ability to keep the County Administrator and all relevant parties informed of all major issues and programs and to recommend changes as appropriate;Ability to supervise, plan, and coordinate the work of diverse professional staff to accomplish departmental goals and objectives;Ability to review, evaluate, and initiate appropriate action on technical and legal reports, contracts, grants and documents concerning departmental matters;Ability to establish and maintain effective working relationships with county officials, associates, subordinates, representatives from other agencies, and the public;Education and Experience :
Bachelor's degree in relevant field;Master's degree preferred;Seven years or more of related experience, at least five of which should be in a supervisory / managerial capacity.Additional Information :

Physical and Environmental Conditions :
Work requires no unusual demand for physical effort. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe workplace practices with office equipment, and / or avoidance of trips and falls.
