Enterprise Solutions Team Manager
Serves as the Manager, Enterprise Solutions Team within the Defense Agencies Initiative (DAI) Program Management Office (PMO), Defense Logistics Agency (DLA), Program Executive Office (PEO).
Performs all phases of planning, analysis, formulation, justification, presentation, execution, and review of the multiyear budget and program for the development, procurement, and modification of the assigned project.
Reviews, analyzes, and interprets legislation appropriation language, and Office of Management and Budget (OMB) Office of the Secretary of Defense (OSD) directives pertaining to assigned appropriations.
Leads an interdisciplinary team of government and contractor personnel, to include Information Technology specialists, network and software engineers.
Implements strategic planning, programming, budgeting, acquisition and execution of program requirements requested by the acquisition domain, and end-user customers within the Department of Defense (DoD) and the Federal Government.
Performs all life-cycle aspects of program management from design, development, system engineering, integration, testing, configuration management, implementation, risk management, quality assurance, and operational fielding.
Ensures that system version releases meet user requirements; comply with architectural guidelines and standards; are adequately tested and documented; and are delivered within schedule.
Develops and executes system functionality and strategies to most effectively meet the goals and vision of the DLA, DoD and Federal senior level management.
Chairs, serves as the DLA liaison, and / or otherwise participates in meetings, conferences, and joint requirements boards with members from DoD components, the DLA senior managers, and as required, the Federal Government on matters related project.
Provides expert advice, assistance and consultation to program manager, DoD acquisition and IT systems executives and others on the full scope of the project.
Builds and maintains strategic relationships with senior leaders across the Defense Logistics Agency (DLA), Department of Defense (DoD) components, and federal agencies to ensure alignment of enterprise solutions with mission objectives.
Leads cross-functional teams of government and contractor personnel, including IT specialists, software engineers, and acquisition professionals, to deliver enterprise-wide solutions that meet operational and strategic needs.
Develops and delivers high-impact briefings, reports, and presentations to senior leadership, stakeholders, and customers, translating complex technical concepts into actionable insights.
Acts as a champion for customer needs, ensuring that enterprise solutions are user-centric, address operational challenges, and enhance mission readiness.
Oversees all phases of the program lifecycle, including planning, development, testing, deployment, and sustainment, ensuring alignment with cost, schedule, and performance goals.
Provides visionary leadership and guidance to cross-functional teams, fostering a collaborative and high-performing work environment.
Employs strong interpersonal and communication skills to motivate and empower team members, while effectively managing conflict, and driving team success in achieving Portfolio / PEO objectives while delivering software solutions at a rapid pace.

Specialized Experience : One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off / closing date of the announcement.
