Procurement Assistant
This position assists in and facilitates the procurement of a wide variety of materials, supplies, equipment, contractual and professional services of the Town including its electric, water, sewer and education departments, except books, equipment and materials for instructional purposes of the education department. Procedures in the division are pre-established and decisions are the ultimate responsibility of the Purchasing Agent, however, there is independent responsibility for finding sources of supply, assisting departments, determining conformity of bids offered with specifications and issuing purchase orders within prescribed limits.
Reviews purchase requisitions for accuracy, compliance and completeness; makes recommendations to the Purchasing Agent as to the appropriate method to procure a purchase request; assists in preparing technical bid specifications according to accepted procurement practices; assists departments in the purchasing and public bidding processes; interviews and corresponds with vendor representatives; analyzes bid results; and performs other procurement functions as assigned by the Purchasing Agent.
Considerable knowledge of the techniques and procedures used in the procurement of materials, supplies, equipment, contractual and professional services. Knowledge of general office procedures. Considerable ability and proficiency with office processing systems and equipment. The work assignments require the individual have a considerable knowledge, skill and ability in purchasing and personal computer procedures and practices. Ability to accurately and concisely communicate both verbally and in writing. Considerable ability to maintain effective relationships with co-workers, the public and vendors. Associate's degree in business, marketing, accounting, finance, supply management, or related field from a recognized college and three (3) years work experience in purchasing, procurement, acquisitions, supply management, or contract management, or an equivalent combination of experience and training substituting on a year-for-year basis.
