Position Overview :
We are seeking a Senior Systems Engineer with extensive experience in Geographic Information Systems (GIS) to join our IT team. This position will focus on the administration, management, and optimization of GIS infrastructure, with a particular emphasis on ArcGIS Server, Portal for ArcGIS, and associated technologies. The ideal candidate will have a deep understanding of Windows Server environments, system administration, and the technical intricacies of GIS platforms.
Key Responsibilities :
Systems Administration : Oversee and manage Windows Server environments (2008, 2012, 2016, 2019), including Active Directory, Group Policies, firewall configuration, and SSL certificate management.
ArcGIS Expertise : Install, configure, and maintain ArcGIS Server and ArcGIS Workflow Manager Server (v10.5.1, v10.8.1, v10.9.1+). Manage Portal for ArcGIS Server and associated Web Adaptors .
Server Configuration & Load Balancing : Configure and optimize load-balanced ArcGIS Server products and ensure optimal performance with shared configuration stores .
GIS Publishing & Deployment : Publish and deploy GIS resources such as MXD files , SD files , SDE files , AGS files , and JTC files (note : composing these is not part of the role).
System Integration & Architecture : Provide systems administration support for VDOT's .NET applications and other enterprise systems, including server and application architecture, systems integration, and deployment.
Troubleshooting & Optimization : Troubleshoot complex technical issues, optimize system performance, analyze system load, and resolve problems efficiently.
Monitoring & Reporting : Administer and configure monitoring tools such as SCCM , SCOM , and Nagios to ensure the health and uptime of systems.
System Upgrades & Patching : Install software updates, conduct server upgrades, and perform patching to maintain the integrity and security of systems.
Project Leadership : Lead complex projects, demonstrating initiative and the ability to work independently while applying sound judgment to achieve goals.
Collaboration : Work closely with a team of system engineers, while also taking ownership of individual tasks. Collaborate effectively with both technical and business teams.
Documentation : Maintain clear and detailed technical documentation related to system architecture, processes, and troubleshooting procedures.
Required Skills & Experience :
ArcGIS Expertise : Proven experience with ArcGIS Server (v10.5.1, v10.8.1, 10.9.1+) and Portal for ArcGIS . Experience installing and configuring ArcGIS Web Adaptors and managing multiple Web Adaptors.
Experience : 5+ years
Windows Server Administration : Extensive experience managing Windows Server environments (2008, 2012, 2016, 2019), including Active Directory , Group Policies , firewall configuration, and SSL certificate renewal and installation.
Experience : 5+ years
System Monitoring & Configuration : Experience in the administration and configuration of SCCM , SCOM , and other monitoring tools. Ability to configure, monitor, and optimize systems to ensure uptime and performance.
Experience : 5+ years
Web & Application Server Management : Expertise with IIS , Tomcat , and Apache servers, particularly in the context of ArcGIS Server.
Experience : 5+ years
Networking & Firewall Configuration : Strong understanding of networking concepts, including firewalls , NAT rules , load balancing , and IP configuration.
Experience : 5+ years
Scripting & Automation : Basic knowledge of Python , JSON , and familiarity with browser developer tools . Understanding of the relationship between IIS and Tomcat for ArcGIS Server.
Experience : Preferred but not required

Attention to Detail : High attention to detail in performing tasks, documenting processes, and ensuring system stability.
Additional Requirements :
On-Site Requirement : This role requires candidates to work on-site at least 3 days per week in Richmond, VA. No exceptions.
On-Call Rotation : Participation in the on-call rotation is required once every two months.
Work-from-Home : The ability to work remotely as needed, but still meet expectations for support and responsiveness.
After-Hours Support : Availability to support after-hours work as required.
