Responsible for performing clerical and accounting duties involved with maintaining specialized fiscal records; establishes, maintains and reviews accounting records, claims, accounts payable, and accounts receivable; audits vouchers and processes payments.
Maintains various financial and / or statistical records. Reviews complex vendor contracts for payment terms and retention requirements. Audits vouchers prepared by departments to the supporting invoices for proper extensions, taxes, discounts, totals, and 1099 requirements; matches invoices to purchase orders to verify items are correctly invoiced and billing is in compliance with applicable rules and regulations. Audits expenditure accounts being charged for proper classification. Totals accounts to ledgers or computer-based spreadsheets and / or databases; communicates with departments on requests for refunds on accounts, if necessary, due to overpayments, and duplicate payments; ensures HIPAA compliance by conducting periodic audits. Prepares purchase orders in accordance with recorded contract terms and conditions. Expenses various purchases to various budget accounts through Accounts Payable. Reconciles and makes adjustments to statements requiring detailed examination of accounts. Maintains 1099 files on a weekly, monthly, quarterly, and yearly basis; prepares reports as required by IRS regulations. Performs monthly reconciliation of various statements used County-wide such as Master Card, utilities, Trust & Agency expenses, and claims list. Assists the general public, customers, insurance companies, and / or County employees, on the telephone or in person; answers questions, explains rules, policies, and procedures, and provides fiscal information as appropriate; attempts to resolve complaints in an efficient and timely manner, referring matters requiring policy interpretation to supervisor for resolution. Prepares and issues quarterly reports for Claims List using business analytics software to create queries for vendor payment information in the New World System for publication in the County newspaper. Performs required record management tasks at fiscal year-end. Runs income statement and balance sheet financial reports, verifies dollar amounts and issues checks for all quarterly State settlement payments to Nevada State Controller, Nevada Department of Taxation, Western Nevada Regional Youth Facility, and Nevada Department of Mines. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Financial record keeping and bookkeeping practices and techniques. Principles and practices of auditing financial documents and records. Standard office practices and procedures, including filing and the operation of standard office equipment. Record keeping principles and practices. Correct business English, including spelling, grammar and punctuation. Techniques for dealing with the public, in person and over the telephone. Skill in : Performing financial office support work. Reading and explaining rules, policies and procedures. Identifying and reconciling errors and discrepancies. Organizing, researching and maintaining financial files. Making accurate data entry and mathematical calculations. Managing assignments and meeting deadlines. Reviewing financial documents for completeness and accuracy. Reviewing, posting, balancing and reconciling financial records. Maintaining and updating accurate accounting records and preparing accurate and timely reports. Contributing effectively to the accomplishment of team or work unit goals, objectives and activities. Establishing and maintaining effective working relationships with those contacted in the course of performance of duties, in person and over the telephone.
