Position Summary
The Deputy General Counsel supports the legal operations of the Multi-State Lottery Association by assisting with all aspects of a multiple-member nonprofit organization that supports lottery games throughout the United States and some parts of Europe. The position will support all business units, which include executive offices, lottery game drawings, finance, human resources, security, information technology, and communications.
Under the supervision of the General Counsel, this position provides legal and administrative support across multiple business functions while showcasing experience in both corporate and public sectors and lottery-related law. The Deputy General Counsel will work closely with General Counsel, staff, member lotteries, prospective vendors and consultants, and external partners to help ensure MUSL's activities are legally sound and compliant with relevant regulations.

Key Responsibilities
- Assist the General Counsel with research and analysis on legal issues and drafting of legal memoranda with an anticipated focus on developing and monitoring agreements grounded in entertainment and media law (partnership and sponsorship agreements); developing policies and procedures for compliance with data use and privacy legal requirements; drafting rules and regulations for multi-jurisdictional games and promotions; and, tracking use, applications, registrations; and overall management of intellectual property. Familiarity with UDRP filings before WIPO a plus.
- Support the drafting and review of contracts, agreements, requests for information and / or proposals (RFIs / RFPs), and evaluation documents.
- Assist in reviewing and revising organizational structure and policies, procedures, and game rules under the guidance of the General Counsel.
- Support intellectual property management activities, including researching, and tracking use of existing and potential trademarks, managing copyrights, and reviewing and controlling licensing agreements.
- Aid in the review of state and federal laws applicable to member lotteries and MUSL operations.
- Assist in preparation of materials for the Board, Legal Committee, and other internal meetings as required; attendance at various meetings, with a focus on providing legal input, synthesizing the discussions and decisions, and documenting the same.
- Maintain legal files.
- Coordinate communications with outside counsel and vendors as assigned.
- Support the development of materials and legal presentations for staff and member lotteries.
- Participate in contract negotiation support and due diligence efforts.
- Monitor legal and regulatory developments relevant to MUSL operations and advise stakeholders of key legal issues.
- Provide general legal support for litigation, special projects, and new initiatives.
- Travel occasionally to support Board meetings and events.
Experience, Education, and Required Skills / Abilities
Juris Doctor (J.D.) from an accredited law school; admitted to practice law in a jurisdiction, and in good standing with the applicable state bar.5 – 7+ years of legal experience with increasing responsibilities in projects that support entrepreneurial goals, corporate matters (particularly non-profits), government processes, and, regulatory and compliance matters desired.Expertise in contract law, with an emphasis in entertainment and / or sponsorship terms, and data sharing / privacy issues.Strong legal writing, research, and document review skills.Demonstrated interest in public service, and gaming / law compliance is desired.While this is not a litigation position, the successful candidate will be required to assist outside counsel in developing strategies for defense and pursuit of legal matters, in both state and federal courts.Key Competencies
