Project Overview
Move Minnesota is seeking a communications partner to create five 60-90 second educational videos that will advance our education work. This includes scripting, shooting, and editing for multiple platforms (key social platforms, presentations).
Project Background
As the Transportation Management Organization for the City of Saint Paul, Move Minnesota educates employers, property managers, and the public about sustainable transportation and encourages people to get around by walking, biking, or taking transit. We provide everything from hands-on experiential education to advice for property owners about how to reduce the demand for parking when building new housing. With over two decades of experience working directly with the public and clients on behavior change, Move Minnesota seeks to expand our video educational materials and inspire more people to walk, bike, roll, and take the bus.

Proposed Deliverables
Full production of five 60-90 second educational videos that will advance Move Minnesota's education work. This includes scripting, storyboarding, music / sound design mix, graphic design, shooting video, editing, revisions (two rounds of revisions on final cuts), signed releases for recognizable individuals, and licenses for any stock video, images, or music used.
The tone and vibe of the videos should be positive, relatable, humorous, and fun. Because of the video content’s focus on commuting, most or all of the videos should plan to include content filmed outdoors and will need to be flexible depending on the weather.
Final video content should be ready for use on social media and websites, as well as other high-quality presentation uses.

Project Implementation
November 3 : Project kickoff
November 3 – November 14 : Pre-Production

We look forward to adapting the timeline line collaboration with our selected consultant. Note that all hours must be billed in 2025 and final invoices must be submitted no later than January 10, 2026.
Selection Process & Criteria
We invite interested vendors to submit a proposal with a cost estimate and a work sample / portfolio by October 15. We will review materials and select a vendor in alignment with the timeline as noted above.
We will use the following criteria to guide the selection process :
Preferred vendors will also have the ability to develop concepts and scripts that speak to culturally-specific communities.

Proposals should be a maximum of 3 pages (excluding work sample / portfolio). If your portfolio is online, you are welcome to simply include links in your proposal. Video work samples preferred.
