LOCATION OF (1) POSITION(S) TO BE FILLED : DEPARTMENT OF AGRICULTURE, CONSUMER AND INDUSTRY SERVICES DIVISION, BLOUNT COUNTY

This position will cover Blount and Sevier County locations.

Qualifications

Education and Experience : Graduation from an accredited college or university with a bachelor's degree.

Substitution of Experience for Education : Experience assuring that fuel meters are properly monitored, or assuring any product, related scale, meter, associated equipment, or other feature of a commercial establishment complies with governmental regulations or design standards may be substituted for the required education, on a year for year basis, to a maximum of four years.

Necessary Special Qualifications : A valid vehicle operator's license is required for employment. A Class B Commercial Driver's License may be required for employment in some positions.

Examination Method : Education and Experience, 100%, for Preferred Service positions.

Overview

Under general supervision, is responsible for weighing and measuring inspection work of considerable difficulty; and performs related work as required.

An employee in this class performs varied assignments in the sampling and testing of petroleum products; or inspection of weighing and measuring devices in the following areas : commercially used large capacity scales, bulk fuel meters, propane meters, petroleum terminal metering systems, grain moisture meters, small capacity scales, precision flask volume testing, petroleum dispensers and commodity weight, measure, count, labeling, and price verification systems.

Responsibilities

• Inspects and tests scales or petroleum dispensers to determine if they meet standards published by the National Institute of Standards and Technology (NIST) : checks establishment for proper licensing and labeling; evaluates State's inspection equipment on-site prior to conducting investigation; collects samples of petroleum products for laboratory analysis; performs field tests on petroleum products for compliance with state and federal standards; calculates allowable tolerances for scales and petroleum dispensers based on type of inspection (e.g., type of product, equipment, and establishment); conducts equipment inspections and tests; examines results to determine if establishment's equipment should be approved or rejected; issues official notices for equipment based on inspection results; evaluates why equipment is out of compliance and makes recommendations for repair; attends training sessions to keep informed of the most current and accurate sampling and inspection techniques.
• Enforces State and Federal regulations pertaining to the accuracy of scales or petroleum dispensers : investigates complaints regarding the integrity of scales or petroleum dispensers; explains procedures which will be followed to management when performing an inspection or test; compares the data, formulas, and charts specified in the regulations against data collected from the meter or scale reading; identifies factors which adversely affect a scale or fuel meter reading on-site; assesses penalties for establishments whose scales or petroleum dispensers historically remain out of compliance; issues written notice of violations, rejections, or stop sales; may discuss inspection procedure with supervisor, including the data gathered and the reasons for the decisions made during the inspection.
• Testifies in administrative hearings to support inspection procedures, decisions, and results recorded on inspection documentation : explains accurately the rationale behind the actions taken during an inspection; illustrates causes for non-compliant equipment or products and the evidence that supports this decision; answers questions from opposing counsel or administrative judge about the findings and conclusions drawn during an inspection; may provide inspection documentation for private or public litigation by insurance companies, or local, state, or federal agencies; may testify in court.
• Documents the inspection process : prepares data, charts, and tables to summarize the major findings collected during the inspection; describes factors which affected the performance of a petroleum dispenser or scale and major conclusions of the investigation; arranges narrative in a logical format which supports the conclusions drawn from the investigation for establishments which were non-compliant and / or penalized; summarizes the major points on the inspection report where corrective actions were recommended and the extent to which management complied with actions; may issue new business invoices based on an evaluation of the history of the establishment and determination if the establishment is entering a new phase of weighing and measuring business; prepares monthly expense account forms, divisional daily and weekly logs, and vehicle mileage reports, submits inspection and sampling forms and papers to the appropriate authority.
• Inspects retail petroleum dispensers and storage tank contents and labeling to ensure compliance with State and Federal regulations : visually inspects retail petroleum dispensers to detect any possible safety hazards (i.e., labeling, leaks, improper installation, and cracked or dry-rotted hoses); ensures shut-off mechanism is functioning properly in order to prevent hazardous overflow; dispenses fuel into prover until petroleum dispenser reads specified amount; compares dispenser with the calibrated prover to determine if the dispenser is within tolerance; verifies that the total price is consistent with the calculated price based on posted price per gallon; insures storage tank has proper identification; inserts measuring stick coated with water indicating paste into storage tank to determine the presence of free standing water and volume of product in the tank; retains a sample of fuel for quality testing for octane, sediment, water, vapor pressure, distillation at a laboratory.
• Tests small and medium capacity commercial scales and associated equipment, including tares and computations to ensure they are in compliance with State and Federal regulations : performs a series of load tests (i.e. increasing, shift, and decreasing) by placing or removing calibrated standards onto or off-of establishment's scales; compares the scale's reading to calibrated standards throughout the tests to determine if the scale is in tolerance; verifies that the scale is at a zero balance prior to and at completion of test.
• Inspects commodities (e.g., sugar, livestock feed, dog food, soap) for accuracy of net weight, measure, count and labeling at establishments such as grocery stores and agricultural establishments to ensure that they are in compliance with State and Federal regulations : determines lot size of commodity to be inspected; randomly selects samples from within the lot; set-up and calibrates inspection scale; weighs the commodities; compares actual net content to commodities declared net content; calculates standard deviations of the weight and maximum allowable variations in weight of samples to determine if the lot is in compliance.
• Inspects price verification systems to ensure agreement between posted price of commodities and the prices charged to the consumer : randomly selects commodities from different locations in the establishment; records the selected item's posted price on a standard form; verifies that the posted price agrees with the establishment's pricing system used to charge the customer.
• Monitors the repair of non-compliant equipment : assesses the data gathered during the inspection to decide on the cause for the scale or petroleum dispenser being found out of compliance; explains to the establishment's management what is required to repair the scale or petroleum dispenser to meet inspection standards; retests repaired equipment; may require equipment or products at an establishment to be removed from service or sale; performs follow-up inspections to ensure identified non-compliant equipment has been corrected; may reject repaired equipment if still outside tolerances.
