Regulatory Policy And Government Relations Manager
This position is the trusted partner of the Vice President of Regulatory Policy on all aspects of regulatory policy and government relations for Armstrong Utilities, Inc., Armstrong Telephone Companies and Armstrong Telecommunications, Inc.
The mission of this position includes :
- Working with corporate and local management to ensure positive relationships with local, state and federal regulatory agencies.
- Identifying and understanding new policies and regulations.
- Communication of and ensuring compliance with the operational and financial impact regulations have on Armstrong.
- Ensuring Armstrong Business Solutions is top of mind for opportunities arising from stakeholder engagement; &
- Attendance at Senior Team Meetings when the VP is unavailable
Qualifications :
Bachelor's degree required in a related field such as Public Policy, Regional Planning, Business or Communications; advanced degree in Public Administration, Law, or Business preferred10+ years relevant experience in the telecommunication and / or broadband industry preferred, 10+ years of in infrastructure planning and deployment requiredDirect experience advocating complex public policy positions to public officials (both elected and unelected);Excellent communications skills, including being comfortable in public speaking or other engagements with governmental officialsComfort taking the "contrarian" position with most senior members of the company if only to ensure all facets of an often high stakes decision are made;Ability to analyze and present complex topics clearly to senior managementStrong research skills and advanced presentation skillsWillingness to educate, train and develop management to enable them to make strategic decisions regarding advocacy prioritiesExcellent internal and external relationship building skillsBasic financial acumenExcellent project management skills and ability to manage multiple projects and competing prioritiesAbility to maintain confidentiality along with customary strategic input and discretionResponsibilities / Essential Functions / Job Duties :
Cultivates and maintains strong relationships with regulators, legislators and government officials who have the greatest risk / potential of creating material impacts on the company's operations, performance, and advancementProvides information and brings awareness about an organization and its services, work, and goals to governmental organizations.Assists in the development of written, visual, and verbal messages to be delivered by General Managers and other company leaders advocating Armstrong's public policy positions at the local, state, and federal level. Capable and ready to deliver those messages as either trainer, advisor, or Armstrong representative when called upon.Develops internal communications on complex public policy issues that inform strategic decisions of the leadership team.Researches public policy proposals and works cross functionally to analyze their financial and operational impact.Work alongside Armstrong legal department to support contracting and company initiatives and IT department to support GIS and mapping initiatives.Assists General Managers and other Armstrong employees as appropriate to develop tactics that promote positive working relationships with municipal and state elected officials, public sector staff, and other key community stakeholders.Assists in the regulatory compliance, approval, and expansion process to ensure that Armstrong maintains an effective operational relationship with communities and is perceived as a respected corporate citizen by regulatory authorities at the local, state, and federal level.May serve as point of contact and coordinator responding to escalated customer service issues to key community, regulatory or elected stakeholders.Keeps abreast of events and issues relevant to Armstrong's service area through monitoring various media communications, news outlets, etc.Keeps Armstrong Business Solutions top of mind for opportunities arising from stakeholder engagement and coordinates appropriately.Assists in various phases of government relations and plans and organizes campaigns toward attaining company goals. Advises on, and coordinates the formation of, organization's position on proposals.Implements internal communication program regarding government legislation that affects the organization's operations.Monitors proposed legislation and regulations for possible impact and effect on the organization. Conducts research on issues of concern to employer using industry and trade groups as a resource.Works in concert with senior management in setting the short- and long-term strategic objectives necessary to achieve profits, growth, or other goals of the organization.Ensures that the company's views and interests are well articulated and accurately and fully portrayed.Works to minimize the financial and operations impact of government regulations and legislation upon the company.Other Information for the Job Posting and Recruiting Knowledge :
