Overview
Contracts Specialist II Lead - Parks and Recreation Department. The Parks and Recreation Department provides residents and visitors with extensive park and recreation facilities and programs. The position provides leadership to a two-person professional staff responsible for the department's procurement activities and contract administration, including non-profit operating agreements, revenue agreements, concessionaire agreements, maintenance agreements and development agreements.
Responsibilities
- Issuing, evaluating and awarding complex solicitations and administering resultant contracts.
- Developing and administering assigned agreements.
- Supervising two Contracts Specialist II positions.
- Clearly communicating goals and objectives to staff.
- Leading staff to ensure new solicitations are issued, awarded and available for ordering prior to current contract expiration.
- Reviewing staff work product for completeness and compliance with the Procurement Code and A.R. 3.10 prior to submission for approval.
- Collaborating with the team to resolve protests in a timely manner.
- Providing leadership for the section including work planning, staff support, issue resolution, regulatory compliance and productivity reporting.
- Using the City's procurement portal to process solicitations and the supplier relationship management system to process contracts.
- Maintaining a contracts database and procurement tracking log; monitoring contract utilization.
- Identifying areas for process improvements to increase efficiencies.
Ideal Candidate
Ability to draft scopes of work and specifications with a team.Strong organization and workload prioritization skills.Knowledge of the City's Procurement Code and A.R. 3.10.Ability to interpret complex laws, regulations, guidelines, agreements and follow policies and procedures.Ability to break down complex information, ask questions and analyze.Ability to manage multiple projects and meet deadlines.Knowledge of issuing, evaluating and awarding IFBs, RFPs and RFQs.Knowledge of developing IGAs, MOUs, MOAs and non-profit agreements.Qualifications
Minimum Qualifications
Three years of experience working with governmental contracts or assisting a contracts administrator in contract preparation.Bachelor's degree in public or business administration or related field.Other combinations of experience and education that meet minimum requirements may be substituted.All finalists subject to a criminal background check applicable to the department or position.Some positions require use of a personal or City vehicle; must possess valid driver's license and acceptable driving record. Experience with OpenGov, ProcurePHX or similar procurement systems.Three years of government procurement experience at Federal, State, County, City, or School District level.Experience in government solicitation development and contract administration.Procurement certification and ongoing procurement training from a recognized procurement organization.Salary and Benefits
Pay Range : $86,590.40 – $100,235.20 annually. Hiring Range : $86,590.40 – $121,825.60 annually.
