MINIMUM REQUIREMENTS :

A bachelor's degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.

A master's degree from an accredited college or university can substitute for one (1) year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES :

The Financial Management Unit has numerous responsibilities within the Bureau of Finance and Accounting. Some of the tasks undertaken to fulfill these responsibilities are performed daily, weekly, monthly, or even only annually. In order to ensure successful completion, the Financial Management Unit engages in cross-training and shared responsibility for most tasks. This position has the following responsibilities :

Responsible for auditing and approving journal transfers posted to the Disbursements system. Before approving any JT, the audit should conclude that the transfer is for a legitimate purpose and is in compliance with established transfer guidelines.

Responsible for reviewing and approving purchase orders and contracts as they circulate through the department's workflow system ensuring the account codes are appropriate, there is sufficient budget, and the agreement amount on the routing sheet is supported in the contract or purchase order documents.

Assists with setting up new login accounts, resetting passwords, assigning functions, assigning roles, and / or assigning reports for FLAIR, RDS, and PALM. Responsible for assisting with activating and inactivating codes in FLAIR including account codes, organization codes, and project numbers. Assists with training activities related to FLAIR and PALM. Assists with disaster tracking and reporting. Work with divisions and offices within the department to ensure all disaster related costs are recorded in the correct account codes and proper documentation is maintained.

Analyzes the trial balance for atypical balances and incorrect recording of revenues and expenditures. Communicate findings to the Finance and Accounting Director III.

Responsible for coordinating the annual review of desk procedures for the Financial Management Unit. Work with each position to ensure all their tasks have written desk procedures and they are up to date.

Assists with the preparation of the annual forms required by the Department of Financial Services necessary for the preparation of statewide financial statements. Closing and adjusting entries must be prepared in conformity with governmental generally accepted accounting principles and in accordance with the Chief Financial Officer's (CFO) instructional package. Completes special projects and other duties as assigned.
