Ops Government Operations Consultant I (Training Specialist)

The Florida Department of Environmental Protection is seeking an enthusiastic, self-motivated, and well-organized individual with strong training program and professional development skills for the Division of Recreation and Parks.

Florida State Parks span the entire state with 175 state parks and trails, the only state park system in the United States to be recognized four times with the gold medal award. This position's focus includes statewide training and meeting development and facilitation. This position will be scheduled for up to 40 hours per week.

Success in this position requires a dynamic individual capable of managing multiple projects simultaneously, easily adapting to change and possessing a true spirit of teamwork and service.

This position assists with :

  • Training and meeting facilitation, including Florida Park Service Orientation, Ranger Academy, FPS Leadership Academy, Park Managers Meeting, Assistant Park Managers Meeting, Resource Managers Meeting, Interpretive Chairpersons Meeting, Concessions Meeting, CSO Meeting, Administrative Assistants Meeting and Certified Interpretive Guide Training.
  • Inventory management and maintenance of training technology equipment and other supplies.
  • Training and meeting planning and logistics, including :
  • Identifying and securing appropriate training sites, costs and agreements, to include in-park and off-site locations.
  • Producing cost estimates and monitoring expenditures.
  • Creating registration and evaluation surveys and compiling survey results.
  • Creating and preparing support materials, such as nametags, certificates and agendas.
  • Organizing training supplies for transportation to and from off-site trainings and meetings.
  • Purchasing and receiving training and meeting materials.
  • Using the Learning Management System (LMS) for statewide training tracking and management.
  • Designing, developing and delivering training and professional development programs that apply best practice models and learning theory in various formats in-person, virtual, video and hybrid learning.
  • The collection and dissemination of data, information and reports associated with the performance of the division's various training programs. This includes research, analysis, report writing and presentations of report material and data.
  • Evaluating training effectiveness and achievement of learning outcomes, and recommending improvements as needed.

Other duties include :

  • Assisting with purchasing for statewide training and other bureau programs.
  • Providing inventory management and organizational support for bureau supplies and equipment.
  • Providing operational support for special projects and initiatives.
  • Consulting with parks, districts and central office program areas to assess needs.
  • Developing and utilizing surveys, interviews or focus groups, as appropriate.
  • Coordinating and collaborating with training liaisons, staff or subject matter experts on program development, design, delivery, tracking and reporting.
  • Analyzing, reporting and evaluating external training resources, including technology options, instructional guides and instructors / speakers with consideration for cost, relevance and priorities.
  • Maintaining knowledge of current practices, methods and trends in the training / learning / development field and making recommendations as appropriate.
  • Conducting training for trainers and staff and serving as a mentor.
  • Taking the lead on new initiatives and serving as subject matter expert on particular courses or training techniques.
  • Performing travel and other duties as assigned.
  • Required Knowledge, Skills, and Abilities :

    Knowledge of :

  • Principles and techniques of effective verbal and written communication.
  • Principles, methods and techniques of successful training and professional development programs.
  • Use of current media and technology in training programs.
  • Applicable accessibility and inclusion laws, regulations, standards and guidelines.
  • Current fiscal procedures.
  • Skilled in :

  • Current software use including Microsoft Office Suite (Word, Excel, Teams, PowerPoint, SharePoint) and Adobe Acrobat.
  • Effective public speaking.
  • Development and management of division-wide initiatives.
  • Ability to :

  • Utilize problem solving techniques and apply critical thinking skills.
  • Establish and maintain effective working relationships.
  • Plan, organize and coordinate work assignments.
  • Delegate across chains of command.
  • Apply creativity to the development and management of new programming.
  • Collect, organize, evaluate and analyze data.
  • Manage programs and deliver results based on project goals.
  • Apply time management best practices.
  • Understand and apply applicable rules, regulations, policies and procedures.
  • Lift up to 50 pounds.
  • Maintain a valid driver's license.
  • Travel when required.

  • Demonstrate personal experience with successful development, review, evaluation and production of a variety of training programs, including program standards and guidelines, training-based program curricula and program plans.
  • Pay : $18.00 - $20.00 per hour (commensurate with experience)
