Adult Education and Training Program Focus Government Client
SUMMARY :
The Concourse Group is seeking to fill two full-time positions as a Project Manager (PM) and a Deputy Project Manager (DPM) to work on-site in a Federal Government Environment for an Education and Training-based program. Both positions will be required to be on site in Emmittsburg, Maryland Monday-Friday from 8 : 00am-4 : 30pm.
PROJECT MANAGER :
The PM will have a minimum of 5 years experience in project management or a related field.
The Project Manager will be responsible for oversight and direction of a team of 7 people including the Deputy Project Manager and 6 customer service / administrative assistants. The PM will be the direct point of contact for the clients program manager and all key stakeholders and will be directly responsible for team performance and all reporting. The PM will also be responsible for providing support for the oversight and management of Government Databases and other Specialized Software such as student portals and program / project management systems. The PM will participate in regularly established planning and status calls with client leadership / stakeholders and will be able to communicate issues, recommended resolutions, status and actions, and other key information points concisely. The PM will have excellent verbal and written communication skills. The PM will also have experience training and supporting new staff, resolving conflicts, providing performance feedback and redirection, and will have excellent decision-making skills that drive outcomes and measurable success.
POTENTIAL PM RESPONSIBILITIES :
- This is a client-facing position : Direct interactions with clients, both verbally and in writing, are required.
- Supporting the clients by interpreting their vision, creating a process to execute their vision, and coordinating with a team to make sure that a scope of work is defined and client expectations are elevated.
- Planning and execution of a kickoff meeting, establishment of regular cadence calls, and supporting the development of a phase-in plan.
- The development and preparation of communication plans, status and stakeholder reporting, briefings, and other written deliverables.
- Project management of communications plans, reporting, and deliverables, including weekly, monthly and yearly reports, meeting minutes, meeting scheduling, action tracking, milestone setting, and other project management actions.
- Development and execution of a QA / QC and risk mitigation plan.
- Oversight and monitoring of a team of 7 persons working in the areas of database and portal action execution, customer service response via phone, written inquiry, and portal submissions.
- Review of deliverables executed by the DPM.
- Managing task schedules, including development and implementation of the schedule, and communicating with both clients and the team to ensure that all deadlines are met.
- Managing small team execution in support of the project and client within a larger team environment.
DEPUTY PROJECT MANAGER :
The DPM will have a minimum of 3 years experience in project management or a related field.
The Deputy Project Manager will directly support the PM with daily tasks, oversight and monitoring of the day-to-day execution of 6 customer service / administrative assistants. The DPM will also be responsible for providing Tier II support for the oversight and management of Government Databases and other Specialized Software such as student portals and program / project management systems. The DPM will also track all Standard Operating Procedures (SOPs) and best-practices to support annual updates to the client SOP for all actions executed within the program. They will have a strong ability to adapt to new systems, quickly learn and understand the functionality and processes for using the systems and be able to conduct general Beta Testing on systems to identify issues with end-user usability and accessibility. The DPM will support the PM by aggregating data on system user metrics, customer service performance and will serve as the alternate PM when the PM is unavailable.

This may also involve creating user guides and best practice documents.Executing changes, data entry auditing and other day to day required actions within multiple government databases / system portals.Project management of communications plans and deliverables including meeting minutes, meeting scheduling, action tracking, milestone setting, and other project management actions.Implementation and monitoring of the project QA / QC and Communications Plans.Review of deliverables executed by the support staff.Managing small team execution in support of the project and client within a larger team environment.SKILLS AND ABILITIES FOR BOTH POSITIONS :
Ability to assemble, communicate, and present information clearlyboth orally in platforms such as MS Teams and in written formats such as MS Word, MS PowerPoint, MS Excel, and Adobe suite tools.Proficiency in utilizing a project management approach to support the design, development, and deployment of both internal and external client communication plans.Requires the ability to understand customer problems, quickly learn new tools and technologies, and work both independently and as part of a team.Ability to multi-task and keep action and performance data organized.Possess a strong combination of analytical skills, critical thinking, intellectual curiosity, and reporting acumen.Ability to interpret client requests then enthusiastically and creatively constructs and produces deliverables to exceed their expectations.Strong verbal, written, and interpersonal communication skills for maintaining client and consultant relationshipsAbility to solve problems using a detailed and well-ordered approach.Ability to work effectively with a cross-functional team to produce timely work products.Can work without direct supervision and independently with broad guidelines.Requires acritical eye for detail to ensure quality service, results, and client deliverables. Bachelor's degree in communications or a business-related majorFederal or Federal Contracting experience highly preferredPMP or other Project Management Certification preferredSmall team management / leadershipExperience with education, credentialing, or career development programs for professionals aAble to work closely and effectively communicate in a small team and broadly with client representatives and company leadership.Ability to efficiently multitask and deliver on client requests in a timely fashionSelf-directed with the ability to thrive in a detail oriented fast paced environmentDetail-oriented, yet able to move forward efficiently in the face of unanswered questionsOTHER :
