Position Overview

Seeking an experienced Program Manager to lead complex technology infrastructure and Identity and Access Management (IAM) programs in support of Federal Student Aid (FSA). The Program Manager will oversee the complete project lifecycle, from planning and design through implementation and sustainment, ensuring delivery of secure, innovative, and compliant IT solutions within scope, budget, and schedule.

Key Responsibilities

• Plan, organize, and manage the full lifecycle of IT infrastructure and IAM projects, including servers, mainframes, storage, databases, and network systems.
• Lead solution planning, design, programming, testing, and implementation phases.
• Define project scope, requirements, milestones, and deliverables while managing priorities and deadlines.
• Acquire and allocate project resources, coordinating with internal teams, external providers, and subcontractors.
• Direct solution roadmapping efforts, transforming vision into executable strategies that align with organizational objectives.
• Provide technical leadership and coaching to project teams, ensuring alignment with ITIL and agile best practices.
• Monitor and control project progress, resolve risks / issues, and ensure delivery of high-quality outcomes.
• Conduct technological research to identify and apply innovative solutions that drive organizational objectives.
• Communicate effectively with senior government officials, key managers, and stakeholders to ensure project success.
