Job Description Summary

Directs and manages fiscal and administrative operations and activities related to grants and contracts management administered through institutional academic units and institutes. Provides guidance to principal investigators regarding contract requirements, provisions of contractual report and financial and agency requirements. Serves as primary liaison with funding agencies; negotiates final grant and contract terms in consultation with appropriate agency authorities. Reviews and approves contract proposals for fund allocation and compatibility with agency and / or institution objectives. Reviews current and pending legislative changes to stay current on federal research and compliance requirements. Manages other grant coordinators who review grants and provide guidance to Principle Investigators.

Job Description

MUSC Minimum Training and Experience Requirements :

A bachelor's degree in business administration, public administration or the social sciences and four years experience in contracts and grant administration activities.

Job Duties :

25% - Manages the CON research business office, including the development, implementation, and monitoring of budget management systems pertaining to grants and contracts, both pre-award and post-award, as well as with respect to applications for funding (which requires full budgetary consultation, but occurs prior to 'pre-award' time frames). As the grants business manager, represents the College in interactions and meetings with Grants and Contracts Accounting, Office of Research & Sponsored Programs, the MUSC Foundation and other administrative offices. Responds to internal requests for financial information. Manages personnel efforts for faculty and staff on grants including completion of research funding on all CON costing allocations.

25% - Assures budgetary compliance with granting agencies. Counsels faculty members regarding fiscal regulations and appropriateness of grant budgetary request. Coordinates the preparation of federal, state, and corporate grant and contract proposals. Advises faculty members regarding potential grants management problems, suggests solutions, and follows through on all issues to assure favorable outcomes. Demonstrates knowledge of federal and state laws.

25% - Responsible for the annual budget for CON restricted and research related unrestricted revenues and expenses. Responsibility includes fiscal year, account level budgeting of personnel and operating expenses across all research related activity, as well as accurate data entry into Adaptive, MUSC's budgeting software. Develop research related prior year fund requests and track and report on approved reserve use throughout the fiscal year. Serve as expert for research budget data submitted in the annual budget submission. Develop reporting and presentation material throughout the year related to fiscal year research budgeting.

10% - Coordinates training of new faculty and staff members regarding MUSC and state policies and procedures to ensure smooth transition, management, and activation of grant funds. Advises College Leadership regarding provisions of contract requirements, provisions of contractual reports and financial agency requirements.

10% - Provides the CON Associate Dean for Finance, Administration & Strategic Partnerships with quarterly and annual reports on CON grants and contracts current funding and funding projections for the upcoming fiscal year. In collaboration with the CON finance business manager and the Finance Director, prepares monthly budget to actual reports for research related unrestricted projects / units and explains variances. Ensures at least quarterly PI reports are provided for restricted funding. Provides updated research funding projections throughout the year; responsible for restricted and research related unrestricted in-year forecasting as required by the Budget Office.

5% TAMS (CON's teaching assignments management system software) superuser for faculty research workload data, entered during contract season and updated throughout the year. Meditract super user for the CON, responsible for contract entry and oversight of the execution process for CON contracts. Lead and super user for research administration related data and associated systems.
