Overview
Greenberg & Larraby, Inc. (GLI) — a HUBZone, Woman-Owned Small Business (WOSB), and 8(a) pre-qualified federal contractor — seeks an experienced Federal Capture & Proposal Consultant to identify and pursue non-IDIQ, stand-alone technology and healthcare service programs across the Department of Veterans Affairs (VA) and other agencies including HHS, CMS, CDC, NIH, FDA, DOD, DHS, IRS, GSA, and SSA, among others. The consultant will partner with GLI's internal executive staff and capture staff to pinpoint high-probability programs, shape strategy, and deliver winning, compliant proposals that expand GLI's federal footprint.
Key Responsibilities
- Research and qualify stand-alone (non-IDIQ) federal opportunities aligned with GLI's WOSB, HUBZone, and 8(a) certifications
- Conduct rapid market analysis and develop bid / no-bid assessments across target agencies
- Evaluate solicitations, formulate pursuit strategies, and recommend teaming approaches
- Partner with internal capture staff to prepare and submit high-quality proposals
- Lead proposal development, including compliance review, technical and management narratives, and submission coordination
- Maintain documentation such as capture summaries, bid matrices, and proposal templates
- Provide strategic recommendations to strengthen GLI's competitive positioning in federal technology and healthcare markets

Market Scan : Deliver a focused list of 20-30 stand-alone tech and healthcare program opportunities across targeted agenciesBid / No-Bid Decisions : Partner directly with GLI executives to review findings and make final bid / no-bid determinationsProposal Development : partner with executives and support staff to complete proposal builds from outline through submissionFinal Capture Summary (End of Engagement) : Provide final roadmap, opportunity notes, and actionable recommendationsRequirements
Minimum 3 years' experience in federal capture management, proposal development, and business-development consultingProven record of winning stand-alone, non-IDIQ federal contracts valued above $10 million and spanning multiple yearsStrong understanding of VA and civilian agency procurement and small-business set-aside frameworks (WOSB, HUBZone, 8(a))Excellent analytical, writing, and compliance skillsFamiliarity with technology modernization, ServiceNow, cloud, or healthcare and healthcare IT preferredHours to be discussed during engagementCompensation
