Emergency Management Specialist
The Emergency Management Specialist is responsible for supporting the Georgia Department of Agriculture's emergency management and preparedness mission by planning, coordinating, and executing programs that enhance the ability to prevent, protect against, respond to, and recover from emergencies and disasters. This position ensures compliance with applicable federal, state, and local laws, regulations, and policies, and serves as a critical liaison with partner agencies, elected officials, and industry stakeholders.
Job Description / Essential Functions :
- Develop, maintain, and update Emergency Operations Plans (EOP), hazard mitigation plans, continuity of operations (COOP) plans, and related emergency management documents.
- Coordinate with local, state, and federal agencies to ensure integration of plans, policies, and response protocols.
- Assist with the activation, staffing, and operations of the Emergency Operations Center (EOC) during incidents, disasters, and exercises.
- Organize and conduct training, workshops, and exercises.
- Ensure compliance with the National Incident Management System (NIMS) and Incident Command System (ICS) requirements for personnel and operations.
- Monitor hazards, risks, and intelligence reports to support situational awareness and resource allocation.
- Provide after-action reviews and improvement plans following incidents and exercises and track corrective actions.
- Support the development of grant applications, program reports, and documentation to maintain funding and regulatory compliance.
Serve as a subject matter expert in emergency management for agency leadership and policy decision-makers.
Preferred Qualifications :
Bachelor's degree in emergency management, Public Administration, Homeland Security, Public Safety, or related field (or equivalent experience).Professional certifications such as FEMA Professional Development Series (PDS), Advanced Professional Series (APS), or Certified Emergency Manager (CEM) preferred.Demonstrated experience with EOC operations, NIMS / ICS compliance, and emergency response coordination.Excellent oral and written communication skills, with ability to brief elected officials and senior leadership.Ability to work flexible hours, including nights, weekends, and holidays, during emergencies or extended operations.Working Conditions :
Primarily office-based during routine operations.Frequent work in an Emergency Operations Center environment during activations and exercises.May require extended hours, deployments, and fieldwork in hazardous or austere conditions.Other Duties :
Ability to travel overnight, statewide, and regionally, as directed by the function of the position and the business needs of the agency. Other duties as assigned.
