Human Resources Specialist (Recruitment and Placement)
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Enterprise Services, Talent Management Directorate, CBP Hiring Center, located in Bloomington, MN. Additional selections may be made for other organizational divisions and / or units within the duty location(s) listed above.
Accepting applications from 10 / 23 / 2025 to 10 / 29 / 2025. Salary range is $80,609 to $125,606 per year with a pay scale & grade of GS 11-12. The job is full-time and permanent, with no remote job or travel requirements. Promotion potential is available up to $125,606 (GS-12 Step 10).

Duties include making recommendations on staffing authorities, identifying and recommending human resources interventions, and developing new human resources work methods. The position requires U.S. citizenship, primary U.S. residency for at least three of the last five years, and passing a background investigation. It is not covered under the bargaining unit and requires compliance with government ethics standards.
Qualifications require specialized experience equivalent to at least the next lower grade level, such as conducting job analyses, determining rating and ranking factors, and providing management with recruitment strategies. Education may substitute for experience, and a Ph.D. or equivalent doctoral degree may be considered. Applicants must meet all qualification requirements and time in grade requirements by 10 / 29 / 2025.
