ROLE SUMMARY
We are seeking a Subcontract Administrator (Federal) to join our team supporting our Corporate Contracts team. In this role, youwill administer the full life cycle of subcontract management activitiesfrom proposal and negotiation through award, administration, and closeout. This role partners closely with capture, proposals, operations, finance, and executive leadership to ensure compliant, efficient, and low-risk contract and subcontract execution in accordance with FAR / DFARS / VAAR and company policies.
QUALIFICATIONS
Key Responsibilities :
Subcontract Management
- Support full life-cycle subcontract management for assigned programs.
- Draft, redline, and negotiate teaming agreements, subcontracts (FFP, T&M / LH, CR), NDAs, MSAs, SOWs, ATPs, modifications, and task / delivery orders.
- Issue RFPs to subcontractors, evaluate proposals, perform price analyses, negotiate terms, and administer awards through closeout.
- Develop strategies for competitions, negotiations, and subcontractor performance management.
- Monitor and resolve contractor performance, quality, and compliance issues in collaboration with operational leadership.
Compliance & Risk Management
Identify, apply, and flow down mandatory and appropriate FAR / DFARS / VAAR clauses.Ensure all subcontract and contract files are properly reviewed, approved, and maintained per Contractor Purchasing System Reviews (CPSR) standards and internal policies.Review IP / data rights (Rights in DataGeneral), cyber (NIST 800-171 / CMMC), OCI, small business, and other regulatory requirements.Support CPSR readiness and ensure compliance with procurement laws, company procedures, and customer obligations.Internal Collaboration & Stakeholder Support
Work closely with cross-functional leadership, to ensure subcontracting activities are carried out in a manner consistent with prime contract requirements, and financial and operational objectives. Collaborate on and drive resolution of issues affecting performance.Advise leadership on contracting issues, risks, and mitigation strategies.Provide training and develop templates / playbooks for contracting and subcontracting activities.Systems & Documentation
Maintain accurate records, clause matrices, and approvals; manage DocuSign or CLM workflows.Track key performance milestones, funding ceilings, and period-of-performance timelines.Ensure timely closeout of all contract and subcontract files.Education :
Requires Bachelors degree in a related field with 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.Minimum of 16 years of relevant experience may be accepted in lieu of a degree.Experience & Knowledge :
Strong knowledge of federal contracting and subcontracting as well as a strong grasp of negotiation techniques (8+ years private sector experience required).Experience in subcontracting and related functions with particular emphasis on negotiation, subcontracts administration, and contractor / subcontractor performance management resolving issues through completion.Demonstrated expertise in drafting and negotiating teaming agreements, subcontracts, and ATPs.Strong knowledge of the FAR, DFARS, VAAR, GSAM, and related procurement regulations.Experience supporting or maintaining CPSR-compliant systems and files.Experience with IDIQs, task orders, and major federal contract vehicles (e.g., VA T4NG, DoD, or civilian agencies).Working knowledge of Deltek Costpoint or similar ERP / CLM systems preferred.Skills & Competencies :
