job_description.job_card.job_descriptionPartner with business users to gather, document, and analyze functional and technical requirements for PeopleSoft enhancements, upgrades, and new implementations. Provide expertise in one or more PeopleSoft modules such as Human Capital Management (HCM), Core HR, Benefits, Payroll, Time & Labor, General Ledger, Accounts Payable, Purchasing, or Asset Management. Perform functional configuration using PeopleSoft Application Designer and related tools. Conduct system analysis and troubleshoot functional issues by identifying root causes and recommending solutions. Define functional specifications and collaborate with technical developers on customizations, integrations, and reports. Work with PeopleSoft security to implement appropriate user roles and access controls. Develop and execute test plans, test scripts, and test cases for system enhancements, patches, and upgrades. Lead system integration testing (SIT), user acceptance testing (UAT), and regression testing cycles. Validate data flows, system interfaces, integrations, and reports. Capture and document test results and coordinate defect resolution with technical teams. Ensure testing aligns with federal IT quality standards, HHS security guidelines, and SDLC best practices. Support full SDLC and Agile delivery frameworks for PeopleSoft-related projects. Prepare functional documentation including business requirements documents (BRDs), functional design documents (FDDs), and traceability matrices. Participate in sprint planning, backlog refinement, and release management activities when working within Agile environments. Provide production support and issue resolution related to functional system defects. Coordinate with cross-functional teams, including senior HHS stakeholders, project managers, and system architects. Bachelors degree in Information Systems, Computer Science, Business, or related field. 7+ years of experience as a PeopleSoft Functional Analyst or Business Analyst. Hands-on experience in PeopleSoft HCM or FSCM modules . Experience working in federal government contracting environments . Strong understanding of PeopleSoft tables, process flows, data structures, and functional setups. Demonstrated experience writing business and functional requirements. Experience testing PeopleSoft upgrades, patches (PUM), and PeopleTools updates. Strong SQL skills for data validation and troubleshooting. Experience working with Oracle or SQL databases. Excellent communication, analytical, and documentation skills. Must be a US citizen and able to obtain a Public Trust clearance. Experience working with HHS or other federal agencies such as DHS, DoD, VA, USDA, or Treasury. Familiarity with PeopleSoft 9.2 and PeopleTools 8.57+ . Experience with testing tools such as HP ALM, Jira, Azure DevOps, or Rational Quality Manager (RQM) . Experience with PeopleSoft integrations using CI, App Engine, SQR, or Web Services . Knowledge of Agile delivery frameworks and participation in sprint-based delivery. Familiarity with Section 508 accessibility requirements. Certifications such as Oracle PeopleSoft Certification, CBAP, CSM, or PMI-ACP .

About this Role :
The PeopleSoft Functional Analyst / Tester will provide application support, requirements analysis, functional configuration, and system testing for PeopleSoft HCM and / or FSCM modules within the U.S. Department of Health and Human Services (HHS). This role supports HR, payroll, financials, or grants functions depending on program needs and plays a critical part in ensuring the stability, modernization, and performance of HHS enterprise systems. The candidate will partner with business stakeholders, technical developers, and system integrators to define functional requirements, conduct gap analyses, lead testing activities, and validate enhancements and system changes in support of PeopleSoft enterprise operations.
The ideal candidate will have strong experience in PeopleSoft HCM or FSCM modules, hands-on experience with PeopleSoft functional configurations, and a background in developing and executing test strategies in federal environments. This role requires excellent problem-solving skills, enterprise system knowledge, and the ability to collaborate across business and IT teams.
