Job Summary

The Peterson Company is hiring a Senior Preconstruction Manager or an experience Preconstruction Manager (PCM) with the skills and desire to advance to the Senior level in the near future. This job description describes the PCM role, followed by the attributes for a Senior PCM.

The Preconstruction Manager (PCM) is responsible for leading the preconstruction phase of assigned projects from initial concept through hand-off to Operations. This role involves strategic planning, scope development, estimating, proposal preparation and close coordination with both internal teams and external partners. The position will report to the Vice President of Preconstruction.

The Peterson Company regularly delivers Design-Bid-Build and Design-Build projects. The preconstruction manager must understand the significant differences between these contracting methods and the adjustments required to assemble proposals that mitigate risk while capitalizing on opportunities.

The emphasis of this position will be on Design-Build projects. Conceptual estimating and scope development skills are required. Experience working with clients, Architects, Engineers and the construction team to develop contract ready proposals is a must. Following proposal acceptance, the PCM will lead the project design team until turn-over to Operations.

For Design-Bid-Build projects, the Preconstruction Manager will :

  • Review, organize and distribute the bid documents along with an Invitation to Bid to the subcontractor and vendor community. Follow up to ensure sufficient participation and coverage of scope.
  • Prepare and distribute a bid schedule that allows for development of cost by Peterson, Subcontractors and Vendors. The bid schedule may include a bid kick-off, site walk, bid update meetings and Peterson internal review(s).
  • Review the provided bid documents to ensure the project scope is accurately and completely represented, develop RFIs and follow up to gain information required to develop an accurate and competitive proposal.
  • Identify and implement strategies to give Peterson a winning advantage on each project.
  • Communicate with subcontractors and vendors to identify areas of concern and / or costs that appear out of the norm. Work to develop RFIs, alternates and / or proposal clarifications, if allowed, that provide value to the client and allow Peterson to be competitive.
  • Develop an estimate spreadsheet with scope documented at a sufficient level of detail to allow for sub and vendor quote evaluations and to communicate the scope to the review team as well as the operations team.
  • In coordination with Operations, accurately capture supervision, management, travel and GCs.
  • Develop detailed proposal Clarifications and Exclusions, if allowed, to protect The Peterson Co.
  • Investigate and communicate project risks to the project team. Make recommendations to mitigate these risks and incorporate proposal adjustments.
  • Develop and maintain relationships with Peterson Operations Team, Subcontractors, Vendors, Architects, and Engineers. The preconstruction manager must be able to rely on internal and external resources to do be effective.
  • Grow and maintain a database of project costs and references for use in budgeting and “emergency” situations.
  • Take initiative to improve and share preconstruction best practices across departments. Act as a key collaborator between estimating, operations, and business development.
  • A breadth and depth of construction experience that allows the candidate to provide guidance on the many options and decisions that are faced throughout the preconstruction process. Practical, in the field experience, that can be applied to problem solving and value engineering.
  • Soft skills to effectively communicate and interact with co-workers and clients of all levels.
  • Leadership traits that allow for the positive influence over internal and external project teams.
  • The ability to identify and mitigate project risks with adjustments to cost, schedule or proposal clarifications.
  • Ability to assess opportunities, understand Preconstruction level of effort required, and provide go / no-go recommendation to the VP of Preconstruction.
  • An attitude and execution that prioritizes understanding client goals and delivering appropriate solutions. Building trust through transparent communication and responsiveness.

For Design-Build projects, the preconstruction manager will have additional responsibilities :

  • Many Design-Build projects are received in preconstruction without a developed scope of work. In these instances, the PCM will be responsible for working with the client, architects, engineers, subcontractors and other resources to develop and document a clear scope of work. This is an essential task and requires significant organizational and leadership skills.
  • To mitigate potential disputes with clients and trade partners, the PCM must ensure clear, written communication, both in proposals to clients and in bid documents and leveling processes with subcontractors and vendors.
  • Patience and tenacity are required for the iterative design and budgeting that often accompanies project opportunities.
  • Organize and archive all bid-related documents, subcontractor / vendor quotes, notes, and all verbal or email correspondence for future reference.
  • The Preconstruction Manager will prepare a project turn-over package and will be responsible for presenting this package with additional verbal recap to the Operations Team. The turn-over should review the project scope of work, with emphasis on unique requirements, long lead items, critical path activities, questionable budget items, new subcontractors or venders, sub or vendors who are stretched to capacity or capability.
  • Post-bid reviews should also include estimate direct cost, GCs, contingency and mark-up discussions. Proposal clarifications and exclusions should be presented with explanations.
  • Post-Bid Responsibilities for all Project Types :

  • Organize and archive all bid-related documents, subcontractor / vendor quotes, notes, and all verbal or email correspondence for future reference.
  • The Preconstruction Manager will prepare a project turn-over package and will be responsible for presenting this package with additional verbal recap to the Operations Team. The turn-over should review the project scope of work, with emphasis on unique requirements, long lead items, critical path activities, questionable budget items, new subcontractors or venders, sub or vendors who are stretched to capacity or capability.
  • Post-bid reviews should also include estimate direct cost, GCs, contingency and mark-up discussions. Proposal clarifications and exclusions should be presented with explanations.
  • Non project related responsibilities include :
