Procurement Specialist 2
The Metropolitan District Commission (MDC) provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities : Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor. Additionally, the MDC provides drinking water to portions of Farmington, Glastonbury, East Granby and South Windsor, known as the MDC's non-member towns.
Job Summary
The purpose of this classification is to plan, coordinate, and perform responsible work related to the District's procurement programs and operations. Work involves planning, coordinating, and performing technical and complex procurement activities for District commodities, labor contracts, and plain materials contracts in accordance with laws, ordinances, rules, regulations, and other requirements governing procurement. Responsibilities include creating purchase orders and contract documents, drafting sole source procurement documentation, sourcing vendor requirements, and administering the District's Purchase Card Program.

Supervision Received
Works under the general direction of the Manager or Director of Procurement.
Minimum Qualifications
Bachelor's degree in business administration, or a related field; supplemented by a minimum of four (4) years previous experience and / or training that includes procuring goods and services, supervising staff, administering a p-card program, and purchasing contracts; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Work experience and skills related to the Procure-to-Pay process involving purchase orders, purchasing administration of the P-Card Program, vendor support and higher-level procurement administrative duties a plus. Experience utilizing SAP or other ERP purchasing system a plus.
Special Requirements
Must have a valid driver's license.
