Description General Summary : Works in conjunction with the Executive Director, Building Management Department, and Administration Committee of the Kane County Board to carry out the operations of the Building Management and Mill reek (SSA) Services supervisorial duties and project management support, related to facility operations and capital / construction projects functions, and budgets.

Works collaboratively with all governmental agencies in conjunction with all aspects of the County facilities, including : consultants, contractors, engineers, city / township personnel, Regional Office of Education, Department of Health and Kane County Sheriff.

In addition, this person is responsible for creating and maintaining a clean, safe, healthy and professional environment for County personnel and visitors to County facilities.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES : 1.Direct management of all facility management operations in maintaining Kane County buildings in a fiscally responsible manner, while complying with all regulations established by local, state, federal codes and laws.

2.Responsible to provide direct leadership, and supervision to building management and Mill Creek Staff.3.Acts as County’s liaison to architects, construction contractors and other contractual services and consultants as related to building management related operations.

4.Responsible for the supervision and leadership of the administrative, maintenance, grounds, and custodial staff within the county.

5.Development of countywide programs, policies and procedures covering the custodial, maintenance and grounds functions.

6.Manage and monitor County utilities and energy conservation programs.7.Responsible for the implementation of maintenance, grounds and custodial staff performance benchmarks and best practice which includes evaluations of employee performance.

8.Responsible for the direct planning and supervision of the removal of snow and the application of salt for all county parking lots and sidewalks during winter months.

9.Responsible for all Mail Room operations.10.Maintain blueprint / CAD drawings and all building documentation.11.Respond to emergency calls as needed.

Expedite emergency response as requested during the day or night and staff as necessary.12.Prepare department budgets, long-range facility planning and procurement of state and federal grants.

13.Preparation of building management and construction project reports as required for meetings pertaining to Leadership Team, Personnel, Budget Planning, Contract Negotiations, and County Board Meetings or Board member inquiries.

14.Responsible for training of new employees and current employees.15.Development and coordination of training programs and coordinates professional development activities for the Building Management Operations Department.

16.Monitor and supervise the performance of the preventative maintenance program as it applies to custodians, maintenance, and grounds personnel.

17.Maintenance of the Sheriff’s Office and Adult Corrections Buildings.18.Managing the Judicial Facility Construction Projects.

19.Performs all other duties as assigned KNOWLEDGE, SKILLS AND ABILITIES REQUIRED : 1.Proven leadership skills and knowledge of facility management operations and management of staff functions of the Building Management Operations and Mill Creek SSA Services.

2.Proficient in Word, Excel, CMMS (Computerized Maintenance Management Systems) with good typing skills.3.Proven oral, and written communication skills.

4.Strong interpersonal skills including tact, patience and courtesy.5.Proven leadership skills in supervision / management of operations and construction projects.

TRAINING, EDUCATION AND WORK EXPERIENCE : 1.Five or more years’ experience in a director capacity for Building Management operations, with extensive knowledge of Building Management, construction management, housekeeping, maintenance and grounds.

2.Bachelor’s degree in Building Management, construction management, or related field(preferred).3.Ten years of experience in government or commercial building management (Preferred).

WORKING CONDITIONS WHILE PERFORMING ESSENTIAL FUNCTIONS :

Work performed in the field are subject to conditions including inclement weather to dangerous conditions such as snow / ice, cold, heat, noise, wetness / humidity, uneven ground, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job.

Travel to and from field locations may subject worker to increased risk of driving hazards. Field locations may subject worker to communicable diseases, raw sewage, immobilizing mud, vectors (i.

e. mosquitoes and ticks), fleas and chiggers, pathogens, snakes, poison ivy, toxins, hazardous materials, chemicals, and animals.

May occasionally need to relate to members of the public who exhibit challenging, atypical or hostile behaviors and / or communication.

  • Ability to legally operate a motor vehicle.
  • Ability to pass a criminal background check.
  • Ability to work in all Kane County building environments.
