Job Title : Program Manager Period of Performance : 2 years 9 months Location : Washington, DC Work Environment : On-site (This is NOT a remote position) Project Objective : The Program Manager will oversee the delivery of professional Federal accounting, auditing solutions, and change management support to assist the U.

S. Army in achieving an unmodified audit opinion of its financial statements. The role involves ensuring that financial processes comply with Federal standards, implementing improvements to enhance accuracy and accountability, and guiding the Army through the necessary changes for a successful audit outcome.

Duties and Responsibilities : The Program Manager role shall be responsible for the performance of the work against the contract requirements and shall serve as primary Point of Contact (POC) for the contractor.

Shall have full authority to bind the contractor on all contract matters relating to daily operation of this contract. Shall be available during all Core Hours.

Minimum Qualifications : Master’s degree in accounting, Finance, Information Systems, or Business Management / Administration;

one of the following active and current certifications issued by appropriate licensing authority : Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Project Management Professional (PMP), Certified Government Financial Manager (CGFM), or Certified Defense Financial Manager (CDFM), Scaled Agile Framework (SAFe), Information Technology Infrastructure Library (ITIL) Ten (10) years of experience with Federal financial management, including four (4) years of Federal accounting experience.

Position Qualifications : Personnel who are knowledgeable of generally accepted accounting principles (GAAP) developed by the Financial Accounting Standards Advisory Board (FASAB), Generally Accepted Government Auditing Standards (GAGAS), Internal Control Over Financial Reporting (ICOFR), DoD financial management policies and procedures, and DoD and Army organizational structures.

Personnel who have experience in performing financial statement audits and audit readiness services within the Department, the Federal government, or similar enterprise organizations.

Personnel who are familiar with current trends in enhancing compliance with accounting and auditing standards within an Enterprise Resource Planning System (ERP) (e.

g., SAP, Oracle). Personnel who are familiar with applicable Office of Management and Budget (OMB) policies and federal financial management systems requirements.

Personnel who are familiar with DoD policies, systems and procedures for personnel, acquisition, inventory, property and material management.

Personnel who demonstrate competence in understanding, reading, speaking, and writing the English language. Personnel who, at time of proposal submission and throughout the period of performance, possess a minimum of an Interim SECRET security clearance and are United States citizens.
