Summary

This position is located in the Administration for Strategic Preparedness and Response, National Disaster Medical System headquartered in Washington, District of Columbia .

When activated with NDMS, you will be protected by the (USERRA) when you are called to respond to an emergency.

Duties

Will serve as a Deputy Team Commander, Logistics Management Specialist under the administrative supervision of the Team Commander for the Logistics Intermittent Cadre.

The Logistics Cadre program assists before, during, and after a public health emergency response, to include providing personnel and assets as needed to supplement state and local medical resources during an actual or perceived public health emergency response.

Represents Administration of Strategic Preparedness and Response (ASPR) / Emergency Support Function #8 (ESF#8) at state, local, tribal, and territorial jurisdiction emergency operations centers;

supports public health and medical situational awareness, needs assessment, planning, resource coordination and related information requirements based on the nature of emergency at hand.

Assists state, local, tribal, and territorial jurisdictions in developing ESF#8 requirements for deployment of proper federal resources to meet the needs of a jurisdiction requesting federal assistance;

drafting scopes of work and cost estimates for mission assignments during Stafford Act declarations; and collecting, analyzing, and sharing relevant operational information to assist in forecasting anticipated resource requirements.

Assists with public health and medical assessments and needs generation, validation, prioritization, and mission assignment processes in close collaboration with FEMA, federal ESF leads, and state, local, tribal, and territorial jurisdictions public health and medical authorities, as appropriated.

Strong ability to build relationships, establish communication channels and conduct liaison activities with state, local, tribal, and territorial emergency operations centers and public health and medical agencies.

Facilitates situational awareness and exchange of information in multidirectional avenues to help promote a common operating picture and a unified response plan.

Qualifications

During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons.

This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters.

Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job.

For these reasons, employees are required to complete a physical and health screening process, meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies.

Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.

g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.

To qualify you must have one year of specialized experience equivalent to the next lowest grade, GS-13, performing two (2) of the four (4) duties below.

  • Assist in planning and directing an intermittent / reserve team of logistics professionals in a deployed field environment to sustain medical providers and ancillary operations over the course of multiple operational periods; OR
  • Support oversight of team readiness (administration, finance, training, medical fitness) during steady state in support of the predictable readiness model / rotation schedule; OR
  • Conducting developmental counseling with several subordinates that result in accurately documenting their professional experience into bonified pre-requisite information; OR
  • Provide expertise in one or more areas, general logistics, medical logistics, or sustainment functions.
