Job Description

The Department of Environmental Quality is looking to fill an Administrative Services Manager position in the Division of Drinking Water.

Job Description

  • Prepares and monitors Division’s annual budget
  • Reviews fiscal operations to ensure integrity, accuracy, and control of data, and prepare and present fiscal reports as needed.
  • Monitors agency contract services activities and implements controls and standards to monitor the processing and review of contracts.
  • Supervises subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance.
  • Oversees GRAMA requests.
  • Oversees EPA grants and State Revolving Funds used for drinking water infrastructure.
  • Coordinates and / or manages support services such as : telecommunications, motor pool, inventory of equipment including computers and supplies, mail processing, etc.

Ideal Candidate

The ideal candidate will have the following :

  • Experience in preparing financial reports and documentations
  • Experienced in implementation of budget management principles, theories, and practices
  • Experienced in implementation of business administration principles, theories, and practices in area of accounting, human and material resource management, sales and marketing, economics, and office information and organizing systems
  • Experience in supervising personnel.
  • Possesses in-depth knowledge of government appropriations and budgeting processes
  • Ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
  • Ability to deal with people in a manner which shows sensitivity, tact, and professionalism
  • Able to follow applicable laws, rules, regulations and / or policies and procedures
  • Knowledgeable in inventory control principles, theories, and practices.
  • The ability to comprehend and effectively communicate complex information and ideas to a varied audience orally and in writing.
  • The ability to ensure day-to-day work is in alignment with division strategic direction.
  • Ability to lead and implement process improvement initiatives.
  • Ability to think strategically, anticipate future needs and effectively develop and execute agency policies and processes.

Preferences

  • Bachelor’s degree or higher in Accounting or a related field, including advanced degrees.
  • OR an equivalent combination of relevant education and paid professional employment directly related to the above tasks.

Work Location

This position may be eligible for remote or hybrid / flexible work schedule after in-office training during the first few months of employment .

Our office is located 195 North 1950 West, Salt Lake City, Utah. A position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.

Note : Under Administrative Rule R13-4 all work must be performed within the State of Utah. As such employees should either reside in Utah or be in the process of relocating to within 30 days of their start date.
