JOB SUMMARY :

The Lead Cost Estimator works in tandem with program managers and project directors and perform project management duties to support the completion of projects within CERM, or for the end user owner or client.

ESSENTIAL DUTIES :

  • Cost Estimator is responsible for compiling, organizing, and socializing project / program costs for MARTA. Cost analysis of bids, estimates and reporting are additional duties.
  • Develops, implements, and maintains change management control logs for use by Project Manager, Resident Engineers, Assistant Resident Engineers, Project Engineers, and Office Engineers.
  • Assist Project Manager, Area Construction Managers, Resident Engineers, Schedulers and Estimators in the evaluating contractor change notice documentation.
  • Assist Project Manager, Area Construction Managers, Resident Engineers, Assistant Resident Engineers, as requested, in the negotiation of contract changes.
  • Coordinate with and assist Senior Scheduler in the development of the Master Schedules.
  • Participate in constructability reviews as directed.
  • Participate in the preparation of cost estimates as requested to support the evaluation of construction changes.
  • Demonstrated ability to work collaboratively in cross-functional teams.
  • Support the Invoice Administrators utilization of MARTA On-Line Invoicing System (OLIS).

In addition, other responsibilities are as follows :

  • Works under direction of the Cost Control Manager to support the planning, coordination, and evaluation of the project financial and status reports, and presentations.
  • Communicates promptly and effectively to requests for response, research, and information, gathers answer through communications with department staff.
  • Responsible and accountable for tracking the approved contract budgets and for issuing appropriate progress reports as required.
  • Reviews monthly cost reports generated by the contractor and reconciles with current contractual documents.
  • Reviews funding availability and validates funding of change orders, supplemental agreements, and work orders.
  • Assists on a continual basis in the analyses and appraisals of contract costs.
  • Reviews cost proposals from contractor to verify basis of estimated cost, including pricing structure, level of effort, material pricing, and associated direct / indirect costs.
  • Understand and correlate cost documents received from the Contractor Contracts, Subcontracts, Pay Applications, and Change Notices in terms of Construction Project Budget.
  • Review Owner Authorization Forms (OAF's) for approval of trades.
  • Manage the coordination of cost information required for Procedures and various Cost Control Systems.

  • Create and maintain reports / logs to accurately reflect current budgets, encumbrances, invoices, and committed costs;

projected-to-go or cost-to-complete estimates; budget variances; cash flow projections; project contingencies, allowances, contractual changes (change orders), and schedule of values for individual projects.

  • Develop trending information to assist in forecasting potential problems with cost and time.
  • Other tasks as may be assigned by the CERM PMCM management.

Required Skills

KNOWLEDGE, SKILLS & ABILITIES :

  • Experience in cost management for any of these contract delivery types; including Construction Management At-Risk, Design / Build, Design / Bid / Build, Job Order Contracting, and Progressive Design / Build.
  • Must have experience in understanding of construction contracts.
  • Understanding of Earned Value Management is preferred.
  • Ability to work under tight deadlines and manage simultaneously occurring tasks and shifting priorities, control project change and generate maximum team performance.
  • Strong organizational and project management skills with the ability to multi-task in a deadline-driven environment
  • Knowledge of hazardous materials and OSHA regulations.
  • Knowledge of the removal of contaminated materials process is welcomed.

Required Experience

MINIMUM REQUIREMENTS :

EDUCATION AND EXPERIENCE :

  • Bachelor’s degree in business, engineering, science or a related subject is required.
  • 5-7 years of progressively responsible work experience in the stewardship projects or programs.

LICENSURES, CERTIFICATIONS, AND REGISTRATIONS :

  • CCT (Certified Cost Technician) or CCP (Certified Cost Professional) Certification a plus.
  • PMP Certification is a plus.
  • Valid Georgia Driver’s License and maintain a Motor Vehicle Record (MVR) that meets company policy standards.
