JOB DESCRIPTION Under the direction of the Department of Public Safety (DPS) Shift Sergeant, the Public Safety Officer (PSO) is a uniformed, armed position responsible for providing public safety to the San Manuel Band of Mission Indians (SMBMI) Reservation and all its Tribal citizens, assets, customers, facilities, and operations, including the Yaamava Resort and Casino at San Manuel.

This position requires exceptional customer relations skills. PSOs must deliver critical safety and security services in a business-oriented, courteous, customer service, and professional manner.

PSOs are involved with the enforcement of laws, rules, and regulations under the State of California, Federal, and Tribal Government codes, securing an assigned area, conducting investigations, collecting evidence, and preparing timely and accurate reports.

Duties also involve crime prevention, investigating crimes, detaining suspects, responding to emergencies, performing as initial Incident Commander until relieved, testifying in court proceedings, and protection of life.

The PSO may be assigned to various special assignments such as executive protection, canine operations, among others.

The Public Safety Officer also collaborates, initiates, and supports opportunities with other functions by championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribes mission, vision, and values.

Essential Duties & Responsibilities

1. Provides critical safety and security services by patrolling assigned areas to observe the grounds and facilities of the organization in a manner consistent with guidelines and applicable laws, policies and procedures to deter criminal activity.

Secure key entry and exit points across the enterprise at designated stationary post assignments.

2. Ensures establishment and its surrounding premises are always protected by providing public safety services to the San Manuel Band of Mission Indians (SMBMI) Reservation and all its Tribal citizens, assets, customers, team members, facilities and operations, including the Yaamava Resort and Casino.

3. Conducts investigations by analyzing and verifying information through various investigative techniques. Interviews victims, witnesses and suspects as needed.

Completes accurate written reports in a timely manner and in compliance with departmental procedures, and makes oral reports as needed.

4. Responds to various emergency calls for service such as fires, injuries, accidents, robberies, intrusion alarms, bomb and other threats.

PSOs initiate immediate action to control the threat, provide first responder aid or render appropriate assistance and document all relevant activities.

Directs and controls pedestrian / vehicle movement and ensures that walkways, entrances / exits and fire lanes are clear.

Directs employees, patrons and guests to safe areas during incidents.

5. Accurately documents, secures and preserves incident scene, photographs incident scene, takes victim / witness statements, collects and preserves evidence following all prescribes rules, regulations, policies and laws.

6. Enforces law, rules and regulations applicable to the State of California, Federal and Tribal Government.

7. Maintains care and control of authorized equipment, issued uniforms, and departmental approved firearms and ammunition.

8. Supports and reinforces enterprise standards and procedures designed to provide a best-in-class guest experience.

9. Safeguards the confidential nature of Tribal citizens, guests, departments, and companys data.

10. Performs other duties as assigned to support the efficient operations of the department.

Special Assignment Opportunities

These positions are only available to active PSOs who have successfully completed their Field Training Program, are in good standing, and have been in their position for a minimum of six months.

Special assignments require current Public Safety employees to go through a testing and selection process. Once selected, the PSO will receive specialized training for their assignment.

PSO roles that require non-uniform and / or concealed carry of firearms, must comply with all California State Law, BSIS guidelines, and DPS policies related to the use of firearms.

Assignments may include, but are not limited to :

  • Animal Control Unit; must successfully pass certification as an Animal Control Officer.
  • Bike Patrol; must pass physical fitness test for this assignment.
  • Tribal Court Bailiff
  • Educational Officer
  • Honor Guard
  • Protective Services Detail; must pass physical fitness and advanced firearms testing for this assignment.
  • Canine Handler; must successfully complete canine handler certification.
  • Field Training Officer (FTO); this assignment requires a minimum commitment of twelve months. PSOs selected for this assignment will train new Officers during their on-the-job field-training program.

The FTO completes required reports and documents their trainees training progress to the designated shift supervisor(s).

The FTO trains all PSOs on their designated shift assignment and may teach periodically at the Training Center and / or in shift briefings.

The FTO reviews trainee proficiency and assesses work performance through daily observation and reporting.

Education / Experience / Qualifications

  • High School Diploma or GED required.
  • Must be at least 21 years of age.
  • Minimum one year of experience working in corporate Security or Law Enforcement preferred.
  • Minimum POST Reserve level II certificate required; any recognized law enforcement agency certificate local, state or federal;

or military police certification. Recognized out of state certificate and / or related experience will be considered on a case-by-case basis.

This POST Reserve level II certification may be substituted with three years of successful, full-time, corporate armed security experience related to the duties outlined in the job description.

The POST Reserve level II certification may also be substituted with three years of successful performance as a San Manuel Public Safety Assistant.

Candidates hired under the three years of experience option will be required to obtain a POST Reserve level II certificate, or equivalent, within two years of being hired.

This POST Reserve level II certification may be substituted with Bachelors Degree in Administration of Justice / Criminal Justice, Security Management, or a closely related field on a year-for-year basis, e.

g. Associates Degree may count as years towards the three year requirement. Current San Manuel Public Safety Assistants with one year of experience may apply if they actively hold an Associates Degree.

Candidates hired under the three years of combined experience option will be required to obtain a POST Reserve level II certificate, or equivalent, within 2 years of being hired.

  • Excellent customer service skills.
  • Working knowledge of security procedures and applicable State, Federal and Tribal laws, regulations and ordinances; interviewing and interrogation techniques;

surveillance techniques; and an understanding of laws governing search and seizure is required.

  • Must have the ability to observe situations analytically and objectively. Must be able to record pertinent information accurately and completely and provide service with skill, firmness, tact and impartiality.
  • Must accurately recall and express one's self clearly and concisely, orally and in writing.
  • Must remain calm under stressful conditions, exercise reasonable judgment and make sound decisions especially during emergency situations.
  • Must operate a motor vehicle safely and have knowledge of state and local motor vehicle laws.
  • Must be well-groomed and clean - hair must be neatly groomed and styled so that it remains above the ears and is not allowed to extend below the collar.

Mustaches, when worn, must be neatly trimmed and not extend beyond the corners of the mouth, nor hang below the top lip.

Beards are not allowed for uniformed personnel. Must abide by DPS policies on uniform appearance. Must wear issued personal protection equipment including ballistic vests.

  • Must demonstrate the ability to produce well-written documents with regards to spelling, grammar, punctuation, organization and content as evidenced by a written assignment or test during the hiring process.
  • Must complete an in-house five week basic Public Safety Officer academy.
  • Must successfully complete a Field Training Program and a 6-month probationary period.
  • Must successfully participate in mandated in-service trainings. This includes, but is not limited to, Forbes customer service, report writing courses, weaponless defense techniques, chemical agent (Pepper Gel), physical apprehension and arrest techniques, first aid, CPR, powers of arrest, firearms training, traffic and pedestrian movement control, security details, applicable policies and procedures, and access control duties.
  • Must successfully complete New Employee Orientation training, demonstrate the ability to conduct field interviews and write preliminary investigative reports.

and may include passing of all National Incident Management System (NIMS) courses.

Must have basic computer skills and ability to utilize Microsoft Applications.

Certificates / Licenses / Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, the candidate will be required to obtain and maintain a gaming license.
  • A qualified candidate / employee must have a valid drivers license with an acceptable driving record as determined by the companys insurance carrier.
  • The applicant must have a valid California Bureau of Security and Investigative Services (BSIS) Guard card. Must obtain and be able to comply with all current requirements set forth by BSIS for Armed Security Officers prior to starting PSO Academy.
  • Must successfully pass BSIS courses and Firearms Certification and obtain a Firearms Card at the start of the Academy.

Responsible for maintaining a valid BSIS Guard Card and Firearms Permit. Firearms must comply with the DPS firearms policy.
