ABOUT MTC

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.

MTC functions as both the regional transportation planning agency a state designation and, for federal purposes, as the region’s Metropolitan Planning Organization (MPO).

The Association of Bay Area Governments (ABAG) serves as the comprehensive regional planning agency and Council of Governments for the San Francisco Bay region.

Together, MTC and ABAG plan for a vibrant Bay Area that is connected, equitable, and sustainable.

ABOUT THE TEAM

The Regional Planning Program Section is the focal point for the agency’s long-range planning and analysis. The section’s work program includes a broad portfolio of activities, including management and delivery of the region’s long range planning process- known as Plan Bay Area.

The section combines subject area expertise in mobility, housing, environment, and the economy with a dedication to partner and public engagement.

ABOUT THE ROLE

Under the general supervision of the Deputy Executive Director, Metro Planning and Policy, the Section Director, Regional Planning Program, will function as a member of MTC’s senior management team to anticipate, identify, initiate, implement, and carry to completion the responsibilities for the respective section.

Section Directors work collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives.

Section Director responsibilities include leading and mentoring staff by providing performance oversight and clarifying performance expectations.

The Director, Regional Planning Program, works collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives, providing periodic presentations to the Commission and a host of committees and member agencies, local and regional governments, community stakeholders, private partners, and an extensive list of federal and state agencies and regulators.

In addition to overseeing numerous staff and multiple outside consultants, contractors, and regional partners (as needed), the Section Director, Regional Planning Program will oversee a diverse and changing set of assignments within the Regional Planning Program.

Key Responsibilities

Develop Plan Bay Area : As required by state and federal law, the regional plan is updated every four years and encompasses all major transportation projects;

provides for future housing and employment growth; identifies strategies to reduce greenhouse gas emissions, conforms to federal air quality standards, and provides for a more equitable and resilient Bay Area.

Develop the Regional Housing Needs Allocation (RHNA) : ABAG conducts the RHNA process every eight years as required by state law.

This includes the development of a technical methodology, engagement with local jurisdictions, and management of an appeals process.

  • Support Plan Bay Area Implementation : The Regional Planning Program is responsible for numerous ongoing planning activities and initiatives that relate to the SCS / RTP.
  • Coordinate and Consult with Federal, State, County, Regional, and Local Partners : Much of the work in the Regional Planning Program must comply with federal and state law and adhere to relevant guidelines.

KNOWLEDGE, SKILLS, & ABILITIES

  • Demonstrated leadership ability with strong analytical, problem-solving, organizational, and interpersonal skills.
  • Deep and direct experience managing state, regional or local planning processes addressing transportation and land use.
  • Familiarity with California planning practice, including Regional Sustainable Communities Strategies (SCS) and the California Environmental Quality Act (CEQA).
  • Ability to apply a combination of broad managerial skills and technical knowledge to all job aspects.
  • Ability to translate and communicate highly technical topics to non-technical audiences.
  • Manage complex budgeting and expense monitoring.
  • Communicate clearly and concisely, both verbally and in writing.

MINIMUM QUALIFICATIONS

Education : Completion of a Master's degree from an accredited college or university. Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.

Experience : Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work.

PREFERRED QUALIFICATIONS

Education : Completion of a Master’s degree in Urban or Regional Planning, Public Policy, Public Administration, Economics, or a closely related field from an accredited college or university is desired.

Experience : A minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work is required.
