Minimum Qualifications Non-Competitive HELPS Appointment :
Candidates must have a bachelor's degree in accounting, auditing, or taxation; or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting / auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and / or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Transfer :
In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b / c service as a Auditor Trainee 1, Auditor Trainee 2, or Auditor 1, Grade 18 and be eligible for lateral transfer OR possess 24 credit hours in Accounting, Auditing, or Taxation and be eligible for transfer via Section 70.1 of the Civil Service Law.
55B / C :
Individuals certified eligible for the 55b / c program under the Governor’s Program to Hire Persons / Veterans with Disabilities pursuant to Section 55b / c of the Civil Service Law that possess a Bachelor’s degree or higher in Accounting, Auditing, or Taxation with 24 semester credit hours in Accounting, Auditing, or Taxation courses will also be considered.

Duties Description The New York State Office of Mental Health (OMH), Bureau of Audit, is recruiting to fill two Auditor 1, G-18 / Auditor Trainee, NS positions.
Under the supervision of an Auditor 2, the Auditor 1 will conduct financial and operational audits of State psychiatric centers and OMH Central Office operations, as well as local providers of mental health services.
Duties include, but are not limited to, the following :
- Review financial records, assess their accuracy, and evaluate the information against established criteria.
- Conducts the audit by performing various tests, reviews, reconciliations, and evaluations of accounts, claims, records, and procedures to ensures that transactions are properly processed and accurately accounted for, and that effective controls are in place.
- Prepare work papers to document work performed and conclusions made in accordance with established standards.
- Prepares narrative summaries of audit findings and recommendations.
- Follow generally accepted auditing standards as well as the International Standards for the Professional Practice of Internal Auditing to complete work.
- Meet with the auditee, engage in meaningful discussions, and clearly communicate the results of the audit in a written format.
Overnight travel is required.
