Duty Description Mission Statement :
The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution.
It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges.
Major Duties and Responsibilities :
Oversees, administers, coordinates, integrates, and evaluates the efforts of administrative operational areas to identify specific requirements and to plan and schedule for actions needed to meet those requirements.
Provides information on continuing, current, and proposed actions, programs, and plans.
Integrates organizational actions, events, and activities to facilitate effective management.
Serves as the organization's Contracting Officer's Representative (COR).
Initiates and ensures effective communication, coordination and follow-up actions.
Monitors, reviews, and determines whether the contractors' performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements.
Prepare, analyze, and forecast budgetary and financial information to evaluate continual change in program plans and funding and their effect on financial and budget program milestones.
Conduct budgetary and data analyses and the assessment of financial conditions by applying financial principles, policies, standards, methods, techniques, controls, and systems to solve a variety of financial management problems.
Work on matters pertaining to day-to-day operations and the full life-cycle of contracting from planning and execution to contract administration and support of core mission functions.
Determines that Government furnished Property (GFP) and Contractor Acquired Property (CAP) under the contract is properly maintained in satisfactory condition and that it is used to its designed intent.

Minimum Qualifications Required Mandatory Requirements :
Knowledge of the IC mission, organization, roles, and responsibilities.
Effective communication skills, both written and oral, and ability to produce clear, logical, and concise products.
Analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations.
Experience with and knowledge of the Federal Acquisition Regulation (FAR) guidelines and U.S. Government contracting.
Ability to work independently and collaboratively as a team member, and proactively manage competing priorities under strict deadlines.
Interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence.
Knowledge of standard contracting regulations, practices, and procedures.
Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy.
Requires Contracting Officer Technical Representative (COTR) Level I.
Desired Requirements :
Contracting Officer Technical Representative (COTR) Level II Certification or the ability got get a COTR II within twelve months.
Conditions Applicants from federal agencies within the Intelligence Community (IC) may be considered for this position as a reimbursable detailee, if endorsed by the employing agency.
Applicants must have current TS / SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.
