Description
ECC is seeking an UXO Safety Officer for upcoming work, could be in the Texas or other US locations. This position is primarily responsible for the development and enforcement of UXO safety related programs.
The UXO SO position supports and advances the Company’s long-term business objectives and is responsible for day-to-day monitoring of project UXO safety.
In this position you will :
- Establish, implement and execute an effective Contractor munitions and explosives safety program for all Munitions Response (MR) related activities, in compliance with all applicable Federal, DOD, State and local regulations on Military Munitions Response Program (MMRP) projects to which assigned.
- Supervises the safety practices of all personnel on assigned MMRP projects.
- Analyzes UXO, MEC and explosive operations risks, hazards and safety requirements
- Establishes and enforces safety requirements for all project operations
- Safety planning, execution and oversight for UXO, MEC and explosive operations
- Establish Standard Operating Procedures (SOPs) for all UXO and MEC related activities including search, detection, access, identification, transportation, centralized storage, disposal, treatment, and scrap certification.
- Establish, post and enforce personnel limits, safety zones, and exclusion zones surrounding UXO field activities, explosive activities, UXO transfer and holding areas
- Execute an effective project level explosive safety program including UXO safety, explosive storage, quantity-distance safety arcs, explosive transportation, operational procedures, operational personnel qualifications and certification, hazard and risk analysis, and safety assessment of MEC and explosive operations
- Responsible for the enforcement of Personal Protective Equipment (PPE) requirements for all activities on assigned projects.
Assists in the risk hazard analysis if PPE requirements must be changed or updated
- Quality : Responsible for the quality of all Military Munitions Response Program (MMRP) operations from visual search for Munitions and Explosives of Concern (MEC) to complex Digital Geophysical Mapping of large munitions response sites.
- Responsible for the quality of the inspections, certification and verification of all Material Potentially Presenting an Explosive Hazard (MPPEH) on his assigned project site.
- Responsible for the verification of individual training, qualifications and certifications as specified in DDESB TP-18 for all assigned personnel on the project site
- Ensures the quality, serviceability and suitability of all equipment, including detection devices, hand tools and heavy mechanical excavation equipment assigned
- Ensures the quality of the inventory control of all munitions equipment assets on the site, MEC encountered, and donor explosives.
- Ensures compliance, quality and suitability of all excavation and recovery of subsurface UXO; construction of UXO-related protective works;
the location of surface UXO by visual means; transporting and storing UXO assuring compliance with Federal, state, and local laws
- Documents all observed quality and safety deficiencies in the Quality Control Specialist Log Book and / or Daily Quality Control Reports.
- Completes Quality Incident Investigations and reports as required.
- Responsible for ensuring project records are maintained in the Project File database and completing the review documents on a periodic basis through the life of the project.
- Conduct root cause analyses, determine appropriate corrective actions, and ensure corrective actions are implemented and properly documented
- Implements a Lessons Learned program for the project.
- In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.
However, these additional duties cannot be allowed to affect their ability to ensure the quality of all MMRP site operations.
Proficiency Requirements
This position requires the following :
- Must be able to pass an Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) background check to become a Possessor of Explosives on the Company Explosives license.
- 40 hour HAZWOPER training, annual 8-hour HAZWOPER Refresher training, and 8-hour OSHA Supervisor training.
- Proven ability to implement programs to address complex needs and problems
- Competent in using Microsoft Office products, email systems, and Windows
- Eight years of progressively responsible experience with UXO projects with experience in all aspects of munitions response, surface and sub-surface clearance, MEC identification and hazard recognition, explosives demolition and MPPEH processing.
- Direct experience with Department of Defense quality requirements and environmental regulations applicable to MMRP projects required.
- Possesses an understanding of applicable explosives safety criteria and experience in the various phases of a munitions response to MEC or the performance of range clearance activities, as appropriate for the operations to be performed.
- UXOQCS must demonstrate an understanding of QC and QA practices associated with MEC-related activities and managing and processing MPPEH, including documentation of its explosives safety status.
- Education - Graduate of US EOD school, acceptable Allied Nation EOD school (i.e., Great Britain, Germany, Australia, Canada) or accredited comparable UXO Technician Level I training and with appropriate experience as required by Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18.
- Minimum of 8 years of EOD and / or UXO operational experience
ECC targeted base salary range for this position is $85,000 to $100,000 annually.
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
