Position Summary :
The Manager, Employee Processing leads a collaborative team responsible for the administration of personnel processing operations in support of a complex, multi-state, biweekly payroll.
The Manager will be expected to :
- Direct, oversee, and manage all employee processing operations including processing personnel action requests, managing employment information systems, and developing and delivering district-wide communications and training.
- Supervise and lead the employee processing team in alignment with current industry principles and best practices.
- Lead effective customer service efforts to communicate with internal and external stakeholders regarding personnel processing systems, processes, practices, and other complex issues.
- Conduct analysis and deliver reports to leadership and stakeholders.
The work schedule for this position is flexible and will include working evenings and weekends.
Duties and Responsibilities :
Plans, directs, and oversees the processing of employment actions in support of the College's complex, bi-weekly, multi-campus, and multi-state payroll.
Coordinates operations between external constituents and the payroll and employee benefits teams to ensure the accurate and on-time compensation of employees
- Monitors, develops, and implements improvements in business practices, information systems, and operational procedures to ensure proper control, compliance, and efficiency of the College's human resources information systems and employee processing functions
- Serves as the district wide liaison on employment processing standards, practices and procedures. Develops and deploys training programs and ensures that process and procedure resources and documents are accurate, accessible, and effective
- Manages systems and procedural alignment with College policy, industry best practices, regulations, and statutory requirements.
Researches, monitors, and evaluates future and pending changes and determines impact to College policies and processes
- Coordinates activities and communicates with other departments on a wide variety of issues. Coordinates year-end and year-start processes with multiple areas across the district
- Serves as a lead and liaison for projects and manages district-wide initiatives. Represents the department, it's priorities and interests on district-wide committees
- Develops and delivers analysis, recommendations and reporting to leadership and stakeholders including internal and external auditors.
Implements changes leading to best-practice operations
Provides leadership for the employee processing team including supervising, training and motivating staff, and prioritizing, assigning.

- Supervises and maintains a high level of efficient and consistent services across the College's campuses, remote service locations and district offices
- Participates as an active and contributing member of a team to achieve goals
- Maintains effective partnerships with staff and administrators to resolve common problems and develop approaches to ensure efficient coordination of services
- Maintains a professional development program for staff to ensure personnel maintain required qualifications and current knowledge in their field
- Conducts formal evaluations of employee performance
Job Requirements :
- Bachelor's Degree in related field and
- Three to five years of progressive and combined experience in human resources, payroll, and / or business information systems and
- One to three years of supervisory experience
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Preferred :
- Master's degree in related field
- Five plus years of related experience

- Modern principles of finance, human resources and business processes including human resources, payroll processing, benefits, taxes and retirement plans
- Applicable state and federal laws and regulations that apply to business operations in a public organization
- Financial and human resources information systems including cloud-based and Enterprise Resource Planning systems
- Computers, including portable computing devices and applicable peripherals, operating systems and software
- Interpretation and application of relevant laws and regulations as they apply to human resources, payroll, benefits and taxes in a public institution
- Application of new policies, processes and procedures to streamline workflow in complex organizations; evaluating and recommending improvements to processes and procedures
- Implementation of technological solutions to automate and streamline business processes
