THE JOB

We are recruiting for a Community Planning Division Manager to supervise and lead a team of planners and policy analysts who create and undertake community planning initiatives.

This work is centered in and led by the community, creating inclusive planning processes, supporting and sustaining equitable and livable neighborhoods.

In this role you would :

  • Oversee community-centered planning strategy, implementation, and performance
  • Strategize community and capital investment approaches to achieve multiple community benefit outcomes
  • Write, review, and edit internal and external communications, documents, briefing materials and presentations, and contribute to planning projects
  • Represent OPCD and the City in community settings, with Boards, Non-Profit organizations, partner agencies, and regional planning stakeholders
  • Provide people and project management to a diverse portfolio of City priorities including, but not limited to Station Area Planning, Regional Centers Planning and other neighborhood planning efforts.

  • Community-based planning that undoes racial, environmental, economic, social and health inequities and prioritizes the creation of inclusive, well-loved places
  • Elevating the experiences and identities of people affected by development decisions and outcomes, including Black and Indigenous people, people of color, immigrants, refugees, people with disabilities, and LGBTQ+ people
  • Developing and implementing inclusive urban design principles and plans, land use plans, and site planning

To take on this work, you understand :

  • Equity and anti-racist principles in urban planning and economics
  • How equitable development plays an important role in city planning
  • How racialized planning has harmed communities

To be effective in this role, you have :

  • Provided strategic direction for a multi-disciplinary community-based planning program
  • Collaborated with internal and external stakeholders, including business advocates and affordable housing providers to undertake community planning studies, defining a vision, articulating recommendations for community development, equitable access, placemaking, land use, and zoning
  • Developed and tracked project scope, schedule, and performance measures
  • Managed staff and consultant teams and worked successfully with agencies partners and subject matter experts
  • Built effective relationships with organization or local leaders, internal and external colleagues
  • Advised department directors and organization leaders on area planning, inclusive engagement, and implementation

A successful applicant will have lived experience and / or a professional career that reflects a commitment to building collaborative, productive, and respectful relationships among community members, public institutions, and an array of organizations.

This career orientation should be complemented by demonstrated technical knowledge and expertise in most of the following areas :

  • Community-based planning
  • Staff and consultant management
  • Facilitating shared goals and priorities and collective action
  • Collaboration and relationship building with BIPOC communities
  • Delivering outcomes in a political and fast-paced environment
  • Communication, writing, editing, and presentation skills

This job is classified as a Strategic Advisor 2, General Government and the salary range is $52.50 - $78.78 / hour. Our target salary range for this job is $70 73 / hour.

This position offers the flexibility of a hybrid work schedule. Individual schedules will be based on agreement between the employee and management.
