Department Overview

UC Controller provides strategic leadership and support of systemwide financial functions including corporate accounting, federal and extramural costing policy, benefit plan accounting, endowment and investment accounting, payroll policy and compliance and taxation.

We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations.

Position Summary

UCOP is looking for an experienced professional in Charitable Planned Giving who must be able to apply organizational practices / procedures to resolve complex assignments, where analysis of data requires a review of a variety of factors and multiple sources.

This Planned Giving Financial Analyst coordinates with many departments and all UC campus planned giving departments to ensure that UCOP's planned giving program is following all financial reporting requirements and complying with all policies and standards.

Must possess good judgment and diplomacy when handling confidential and sensitive information.

Key Responsibilities

  • 65% Planned giving administration, financial analysis and reporting :
  • Provide professional oversight, on behalf of The Regents as Trustee, for fiduciary responsibilities of The University's charitable planned giving program throughout the fiscal year.
  • Review draft tax filings and reconcile to independent data sources to provide accurate tax information to the planned giving beneficiaries by filing target and due dates.
  • Monitor trust investment allocations and cash positions of charity trusts across many UC campuses
  • Review and approve monthly asset trading with the administration vendor to remain in compliance with The Regents' Investment Policy Statement for the planned giving trusts.
  • Serve as readily available resource to campus development and financial staff for issues regarding new, current, and terminating planned gifts.
  • Prepare liability and market value data reports, segregated by campus and gift fund type, for the UC Annual Financial Report.
  • Create and prepare reports for campus use in developing and cultivating UC donors
  • 15% University Advancement support and coordination :
  • Prepare or review and submit required Charitable Gift Annuity (CGA) filing requirements per State Statutes where UC has a presence.
  • Serves as a liaison within Office of the President, UC campuses and foundation, and The Regents administration vendor on donor relations items, including complex gift issues.
  • Prepare annual Pooled Income Fund and Gift Annuity reports distributed to UC campuses and PIF beneficiaries per California Probate Code requirements.
  • 10% Legal counsel coordination :
  • Coordinate all planned giving issues with University legal counsel, such as adherence to the California Probate Code
  • Monitor University External Trusts with University legal counsel and coordinate annual liability calculations on 60+ Charitable Remainder Trusts (CRTs)
  • 5% Coordination with UC Investments :
  • Coordinate with UC Investments for periodic review of asset allocation for Regents planned giving trusts' underlying investment pools.
  • Obtain long term rates of return of investment strategies, for calculating fiscal year-end liability factors.
  • Work with UC Investments for investment reporting and efficiencies to accurately monitor planned giving investment pools managed by UC Investments
  • 5% Other :
  • Remain current on planned giving issues and the marketplace and present industry updates to University stakeholders
  • Manage special projects assigned that require a high degree of initiative and excellent judgment
  • Perform other duties as assigned

Experience

Required Qualifications

Minimum 7 years relevant experience in planned giving program administration and gift processing.

Skills and Abilities

Required Qualifications

  • Ability to extract, verify, and compile information from multiple sources to complete work assignments.
  • Advanced ability to effectively present complex finance related information verbally and in writing.

Preferred Qualifications

Advanced experience using financial transactions and systems, as well as related policy and unique regulatory compliance requirements.

Education

Required Qualifications

Bachelor's degree and 7 years of relevant experience or combination of education and relevant experience.

Travel Requirements

5% Travel to campuses for meetings

SPECIAL CONDITIONS

This position is approved for a hybrid work arrangement. The selected hire is required to report to work in Oakland, CA on Tuesdays and Wednesdays each week.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
