The Recovery Project Engineer travels to residential homes to establish the scope of work and documents completed repairs for homeowner rehabilitation and reconstruction projects funded by HUD's Community Development Block Grant Disaster Recovery (CDBG-DR) Program.
All in an effort to minimize risk and to keep focus on LEMOINE's Foundations for Successful Execution.
Job Responsibilities :
- Conduct thorough residential inspections, including taking photographs, recording scope notes, and completing checklists or other forms as required.
- Inspect all interior and exterior areas of each home, including crawlspaces, attics, and roofs.
- Know the contract documents and act as a resource to Subcontractors to answer questions or clarify contract documents.
- Ensure completion of the full scope of work on time and under budget.
- Know and understand LEMOINE's LIFE Safe Work Practices.
- Conduct inspections, as required by Project QA / QC plan, of work put in place using predetermined checklists and documents with photographs.
- Assist Superintendent in the daily management of Craft Workforce activities.
- Assist Superintendent in tracking production rates or quantities.
- Ensure efficient communication among project stakeholders.
Required Qualifications :
- A high school diploma or GED is required; a bachelor's degree is preferred.
- 3+ years of professional experience in a field supervisory role.
- Strong working knowledge of project planning and scheduling for construction trades (all disciplines).
- Proven customer service, project management, and conflict resolution skills.
- Strong written and oral communication skills.
- Proficient in MS Office skills.
- Travel required to major disaster sites in various areas within the region.

The physical and mental demands of this position must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl.
The employee must be able to occasionally lift and / or move up to 50 pounds.
