We invite you to join us on an exciting journey as we seek a visionary Deputy Director of Legal and Regulatory Affairs to lead the transformative evolution of our agency.

The Deputy Director will oversee the administration of the ABS commission and supervise the Director of Compliance and Licensing.

This role involves significant responsibility for planning, policy development, program implementation, and coordination of the department's legal services, working closely with Utah’s Office of the Attorney General.

This executive-level, appointed position reports directly to the Executive Director and offers a unique combination of challenges and rewards.

Responsibilities

As the Deputy Director, Legal and Regulatory Affairs, you will :

Respond to inquiries and requests made by agency staff, legislators, committees, and / or subcommittees.

Act as a legislative liaison; tracks state and federal legislation which may impact the department or industry.

Ensure compliance with applicable federal and / or state laws, regulations, and / or agency rules, standards and guidelines, etc.

Represent the agency with federal, state, and local government units or with private organizations.

Supervise subordinate personnel including : hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

Participate in establishing direction, goals, and policies. Meets with agency managers and directors to determine needs and challenges.

Recommend, advocate and / or implement, new and or changes to existing rules, policies and procedures, laws or regulations.

Review and monitor agency contracts.

Monitor agency or program budget including revenues, expenditures and budget projection, etc.

Minimum Requirements

21 years of age or older

Able to pass a criminal background check.

Preferred

Robust leadership and communication skills in order to present to executive leadership, policy makers, commissioners, and staff.

The ability to mutli-task and delegate at a high level.

Understand and interpret state statute, especially sections of statute that pertain to Utah’s alcohol policy space.

Preference may be given to those with a Juris Doctorate degree or

1-3 years past experience in Compliance or Regulatory Affairs roles that involve ensuring adherence to laws and regulations within an organization, often requiring strong analytical and organizational skills.

1-3 Policy Analysis or Development roles working in government or nonprofit sectors focusing on the development and analysis of policies that require legal understanding.

1-3 years Legal Assistant or Paralegal roles supporting attorneys with legal research, drafting documents, and case management.

1-3 years Contracts Management roles reviewing, drafting, and negotiating contracts, which involves knowledge of legal principles.

1-3 years Public Advocacy or Community Organizing role in advocacy groups or NGOs that involve legal issues and community outreach, demonstrating a strong understanding of legal rights and regulations.

1-3 years Research role involving legal research, writing, or analysis in academic or corporate settings, showing familiarity with legal concepts.

Or any combination of these.
