About this position
We are looking for a strong Human Resources senior leader to spearhead the Compensation, Benefits and HR Services Division, within the Human Resources Department (HRD) of the IDB.
The successful candidate will exercise leadership in developing strong relationships with the Board of Executive Directors, Senior Management, client Departments and Country Offices that operate under a matrix system.
This includes developing and implementing policies and procedures to support the Bank's business model and provide for a high performance, motivated workforce.
The Compensation, Benefits, and HR Services Division Chief reports directly to the HRD Manager and is a member of the HRD Leadership Team, coordinating and collaborating closely with the other Division Chiefs to provide outstanding strategic services to the key stakeholders and business leaders.
A summary of specific responsibilities includes leading a team of approximately 25 staff and 20 consultants and managing the operations under specialized firms (includes 65 contractors at the HR Shared Services Center in Costa Rica).
The Human Resources Department is responsible for the administration and development of the human capital of the IDB Group.
The main functions of the department include managing the entire employee lifecycle, overseeing the implementation of the People Strategy, and implementing programs and methodologies in direct support of the IDB's mission.
HRD is also dedicated to deliver human centered experiences and strategically partnering with professionals who are passionate about improving lives in Latin America and the Caribbean.

What you'll do :
- Leads the design and administration of the Compensation and Benefits programs for staff and consultants at HQ in Washington DC and in the Bank's 28 Country Offices.
- Develops the annual compensation, benefits, and recognition proposals made to the Boards of Executive Directors of the IDB Group, recommending annual salary increases and variable pay levels to maintain a competitive reward package aligned to the rewards framework of both institutions, ensuring financial sustainability, and including a focus on the link between performance, results, and rewards.
Briefings and presentations to the Boards of Executive Directors is an integral part of the functions.
- Leads and oversees the design, management, evaluation, and administration of IDB Group-wide benefit programs, including global mobility benefits and the health and life insurance plans.
- Works with business leaders across the IDB Group, including Country Office representatives, to discuss and address compensation, benefits, performance management, and other HR issues.
Works closely with the Talent Management Division and Budget Division in the annual budget call process that begins with the workforce call exercise.
Provides strategic direction to support the operations of the HR Shared Services Center (HRSC) in Costa Rica to ensure alignment with compensation and benefits policy design and the Human Capital Strategy.
The HR Shared Services Center operation in Costa Rica serves the staff and consultants in headquarters and all Country Offices.
Close to 70 HR activities are run from the HR Shared Services Center in Costa Rica and HQ.
- Provides leadership to the Wellbeing and Medical Insurance Group. Ensures a client centric approach to all the products and services this team delivers.
- As part of the HR Shared Services operation, coordinates with the U.S. Department of State and processes all actions related to the issuance and renewal of G-IV visas for staff and their dependents and G-V visas for their household staff, as well as coordinates work permits for eligible employee dependents.
- Manages the global payroll and tax reimbursements administration functions for IDB Group staff and retirees. Oversees all related internal controls and systems including the required updates and enhancements to SAP.
- Leads and oversees the management of an integrated strategy that encompasses all institutional efforts to meet employee well-being needs, including the administration of the expenditures of a self-insured Health Insurance Program covering staff and retirees, the Health Services office on site, and employee assistance services.
- Handles complex individual and group cases that require special consideration.
- Provides thought leadership and direction to the division. Leads the annual planning, implementation, and supervision of the Division's work program.
Monitors the quality of outputs, achievement of goals, and annual objectives for the Division. Frames the Division's goals, programs, and initiatives in the context of the institutional strategy, business model, and emerging business needs.
Works in close cooperation with the other two HR Divisions of Talent Management and Employee and Leadership Development to ensure a productive and effective connection between the Rewards Strategy and the Bank's Human Capital Strategy.
What you'll need
Education Requirement : Master's degree or equivalent degree in human resources management, business administration, economics, accounting, finance, organizational development, or other relevant field.
Relevant Experience Requirements : At least 15 years of relevant experience in Human Resources, leadership positions and initiating conceptual developments and delivering results.
Strong technical background, including knowledge of leading-edge HR programs, systems, and practices, particularly around compensation and benefits is essential.
Strong consultation skills are required to provide strategic guidance to business unit leaders. Candidates should possess a keen understanding of the work of multilateral development organizations, with comprehensive views of how HR operates as a strategic partner to the business.
Further, should be an effective manager of resources, fostering a culture of efficiency, good planning, and accountability.
Experience in workforce dynamics, analytics, and change management in complex organizations is important. A proven track record in building high performing teams with client service orientation is essential, plus :
- Ability to bring innovative and workable concepts and ideas to meet client's needs, translating them into policies, processes, and systems.
- Results-orientation, with ability to meet organizational goals and client expectations while producing high-quality results.
- Established experience in managing relations at the Board level preferred.
- Proven superior communication and presentation skills, including the ability to effectively translate complex concepts and data and convey them to Staff, Management, and the Board.
- Excellent negotiation and influencing skills; demonstrated ability to exercise sound judgment and take difficult decisions.
- Ability to have a "big picture" perspective but also able to understand the business, and design, implement, and manage complex processes from a strategic and operational perspective.
- Strong interpersonal skills with demonstrated ability to quickly establish and maintain trust and credibility with all stakeholders.

Language Requirements : Excellent verbal and written communications skills in English. Working knowledge of Spanish and / or Portuguese is a plus.

Type of contract and duration
International staff contract, 36 months initially, renewable upon mutual agreement.
