Job Purpose
The purpose of this position is to ensure Mt Holly maintains compliance with all applicable local, state, and Federal regulations and laws regarding air permitting notification reporting and operation / maintenance of air pollution control equipment.
This position is also responsible for the compliance of water, waste, hazardous waste and chemical management programs. This position is responsible for maintaining a management system to ensure the plant is meeting all environmental regulatory requirements and aligned with ISO 9001, 14001 and 45001 Management Systems.
Duties and Responsibilities
- Supports implementation and maintenance of the site HSEMS, control of significant aspects and risks and achievement of HSE objectives / targets.
- Supports regulatory compliance efforts and other programs applicable at the site including storm water management, employee training, recordkeeping / reporting, and other associated HSE programs at a facility.
- Develop and maintain a management system for air compliance, including applicable requirements for PSD, Title V Permit, NSPS, Primary Aluminum MACT and Secondary Aluminum MACT (including associated data management systems).
The incumbent must fulfill all air compliance reporting requirements including Title V Semi-Annual / Annual Compliance Certification, MACT / SMACT Semi-Annual Reports, Annual Emissions Inventory
- Monitors the day-to-day operations associated with pollution prevention, waste management, air quality, water quality and related programs.
- Assists with internal and external HSE audits; resolves basic issues identified in audits; updates HSEMS documentation.
- Ensure the operation and maintenance of air pollution control systems is in compliance with applicable requirements and satisfies the operational needs of the Mt. Holly's operations.
- Provide support, direction and motivate the Air Quality staff on air monitoring, regulatory compliance, and record keeping requirements, and effectively communicate with all departments, outside consultants and government agency personnel.
Responsibilities

- Monitors the day-to-day operations associated with pollution prevention, waste management, air quality, water quality and related programs.
- Assists with internal and external HSE audits; resolves basic issues identified in audits; updates HSEMS documentation
- Provide leadership to Air quality staff on expectations and requirements for driving to zero non-compliance and achieving operational excellence.
- Provide leadership to Plant management and departments on air requirements to drive to zero non-compliance, through effective communication, training, establishing accountabilities and responsibilities.
- Provide active leadership for department safety activities driving towards an incident free workplace.
Qualifications
- 7-10 years' work experience
- This position requires an in-depth knowledge of Federal air regulations, including PSD, Title V permitting, RCRA, SWP3, and SPCC.
- Knowledge of NESHAPs for Primary Aluminum and Secondary Aluminum, and SC air regulations, including minor source construction permitting and unique state-only requirements, is desirable but not required.
- Maintain Title V Permit for the plant by satisfying requirements for permit renewal, making needed modifications on a timely basis, and directing / reviewing / approving any work by consultants.
- Conduct Environmental Assessments and Environmental Needs Surveys to determine impact and permitting needs.
- General knowledge in emissions monitoring, ambient air quality monitoring and APC management standards.
- Support plant waste minimization efforts through active participation in waste stream assessment and reduction.
- Incumbent must be knowledgeable (or acquire knowledge) of Mt Holly's procedures and policies established to maintain compliance with ISO 9001, 14001 and 45001 Management Systems.
Physical Demands
- Must have good or corrected vision and hearing.
- Must be capable to wear a respirator, climb to extensive heights on stacks and control equipment and enter confined spaces.
- Must be able to speak clearly and utilize a computer keyboard.
Additional Responsibilities-Compliance and Mgt Systems
Prepare and submit accurate and timely compliance reports to regulatory agencies, including Title V Semi-Annual Reports and Annual Compliance Certifications, Primary Aluminum MACT periodic reports, and Secondary Aluminum MACT reports, and source testing reports.
Submit other correspondence, including notifications, reports, etc. by required due dates.
- Prepare and submit complete Air Permit Applications (or waiver requests) to DES in order to obtain Permits (or waivers) in a timely manner, including air dispersion modeling as appropriate.
- Monitor effectiveness of the air pollution control program on an ongoing basis.
- Monitor development of new air regulations and their applicability to Mt. Holly and initiate plans for compliance including management system revisions where applicable.
Include documentation of those regulations determined to not apply to Mt. Holly as well.
- Maintain compliance with RCRA, SWPPP and SPCC requirements.
- Environmental - This position is responsible for ensuring Mt Holly's compliance with applicable air regulations, laws and requirements.
- Safety - This position is responsible for ensuring safety procedures are developed and maintained for Air Monitoring and plant safety procedures are followed by consultants used for air monitoring services.
