IDG’s Global Health Division focuses on strengthening health systems, controlling and eliminating neglected tropical diseases, improving reproductive, maternal, newborn, child and adolescent health, and supporting programs to combat malaria, tuberculosis, and other infectious diseases with the goal of assisting countries to prepare for and respond to emerging health threats.

We incorporate learnings from monitoring, evaluation, and operations research to refine and improve the effectiveness of our programs.

Relying on partnerships with governments, local organizations, universities, service providers, and communities, we identify and address the root causes of public health challenges.

Working with and through our country counterparts’ own systems, we help them improve the quality of policies and practices using data and feedback from every level from village health volunteers to local government authorities to health officials.

Program Description :

The anticipated USAID Maternal Child Health (MCH) Flagship in Indonesia aims to contribute to the national goals to reduce maternal and newborn mortality by improving the quality of care targeting the poorest and most vulnerable.

The objectives are as follows :

Objective 1 : Strengthening the supply of quality maternal and newborn health services.

Objective 2 : Improving the demand for quality services through social behavior change communication and accountability mechanisms.

Objective 3 : Fostering innovations and building the evidence base to inform national and sub-national policy reforms which will establish institutional quality standards.

Building on existing Government of Indonesia programs and past USAID initiatives, the project aims to enhance and expand successful strategies in provinces and nationally.

Position Description :

RTI is seeking a Finance and Operations Director for an anticipated USAID / Indonesia MCH activity. The Finance and Operations Director is responsible for leading all operational and financial aspects of the anticipated Activity.

Through this, they will play a crucial role in supporting the Chief of Party in the successful implementation and management of the activity, leading a high-functioning operations and finance team, and ensuring a positive relationship with USAID.

They will oversee areas including finance, operations, reporting, budget analysis, and human resources. This position will report to the COP and be based in Jakarta, with potential travel to activity implementation areas.

Please note that this position is contingent upon funding availability / award from USAID.

Responsibilities :

  • Supports the COP in various management responsibilities, serves as a member of activity leadership team, setting a positive and professional tone for the team, collaborating closely with the other functional team leaders and contributing to overall program management;
  • Develops and maintains effective partnerships with USAID, subcontractors, and other stakeholders to foster coordination and collaboration;

Manages staff through performance planning, development, and evaluation processes. Ensures practices are in place to keep a high level of staff morale and retention, with an eye to career progression.

  • Provides staff performance feedback, offering solutions and problem-solving;
  • Ensures coordination of project management and planning and advises staff on effective relationship management, communication, and follow up;
  • Contributes to the design and implementation of project start up and close out, at headquarters, regional, and country levels;
  • Provides oversight to the program’s administrative function;

Leads Activity’s operations and finance function, ensuring sufficient resources and needed skill sets are present on or support the activity team to meet USAID and RTI needs.

Oversees and manages the development, establishment, and adherence to Activity standard operating procedures.

Develops and oversees a system for efficient and compliant forecasting, purchase, storage and delivery of any project goods, materials and commodities

Develops and maintains comprehensive activity risk planning and mitigation procedures.

Ensures systems for physical and team security across all suboffices and teams.

Responsible for identifying and implementing improvements in work processes.

Manages aspects of assigned staffing by creating / maintaining a clear organizational structure with specific roles, responsibilities, and reporting lines.

  • Liaises with RTI regional offices and business partners per RTI policy and practices;
  • Oversees and is responsible for contractual compliance and regulatory monitoring;

Facilitates learning around program operations, through identifying lessons learned and best practices and sharing across the program and RTI.

  • Responsible for monitoring budget performance and expenditures; reporting routinely on programmatic achievements and financial management indicators, internally and to the client;
  • Ensures management systems and project procedures track expenditures (including labor), monitoring them against the work plan and budget, ensuring compliance with company policy and client standards and regulations;
  • Contributes to planning, oversight and coordination of program activities, resource allocation, and financial performance;
  • Responsible for guiding and coordinating financial analyses and reporting to clients and to RTI;
  • Performs monthly monitoring of other direct cost and program status reports;
  • Reviews and approves the following : staff expense reports in Concur, purchase requisitions in Marketplace, monthly client invoices, partner and service invoices in OnBase, subaward modifications;
  • Reviews monthly forecasts and financial reports with the project finance team, guides the finance team in completion of quarterly Accruals Report and Baseline Report for USAID;

Respond to ad hoc requests from USAID for financial data.

Qualifications :

Master’s Degree in relevant area (business, finance, accounting, or a similar relevant field) with 12 years of relevant work experience.

A master’s degree may be substituted by a bachelor’s degree and at least 14 years’ experience.)

Substantial experience in financial management of complex, donor-funded projects, with demonstrated experience with funds control, monitoring of fraud and abuse and demonstrated success in managing sub-contracts / sub-grants with international consortiums including local organizations, and NGOs.

Progressively responsible experience implementing USAID-supported activities that are similar in terms of complexity, scope, and budget.

Familiarity with Federal Acquisition Regulation policies and procedures related to grants, procurements, and subcontracts and other relevant USG cost accounting standards and USAID rules and regulations.

Strong demonstrated skills in operations and administrative management, including HR, procurement, logistics, and security.

Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.

Proven ability to work independently and multi-task in high-pressure settings.

Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.

Excellent interpersonal communication and writing skills.

Excellent knowledge of MS Word, Outlook, QuickBooks, PowerPoint, and Excel.

Professional fluency in English is strongly preferred.

Work experience in Asia, southeast Asia, and Indonesia specifically preferred.
