JOB SUMMARY / OBJECTIVE :
The Contracts Manager plays a crucial role in overseeing all aspects of contract management, financial resource allocation, and dispute resolution for the worksite throughout the contract lifecycle.
Serving as a central point of contact for contract-related matters, this role involves managing the cost, schedule, and technical performance of projects, while ensuring compliance with contractual obligations and regulatory requirements.
This position provides support and advisory functions for logistics and personnel accounting to senior management, maintaining meticulous documentation and records to support large-scale programs and projects.
Additionally, this role arbitrates claims and complaints, fostering effective communication and resolution between stakeholders.
By leveraging their expertise in contract management, the Contracts Manager contributes to the successful execution of contract endeavors and the overall success of the organization.
PRIMARY RESPONSIBILITIES :
- Assist in developing and managing budgets for contracts, ensuring financial resources are allocated appropriately to meet project requirements while adhering to budgetary constraints.
- Conduct cost analysis to identify areas of cost savings and efficiency improvements, providing recommendations to optimize financial resources and minimize expenses.
- Prepare financial reports and forecasts to track project expenditures, revenue, and profitability.
- Provide regular updates to senior management and stakeholders on the financial performance of the contract.
- Ensure that invoices are accurate, submitted on time, and in compliance with contract terms and conditions.
- Identify financial risks associated with contracts and develop mitigation strategies to minimize impact.
- Monitor financial performance indicators and take proactive measures to address potential threats.
- Ensure compliance with financial regulations, contractual obligations, and internal policies and procedures.
- Collaborate with internal and external stakeholders to ensure compliance with contract requirements.
- Analyze contract terms and conditions to identify risks and opportunities.
- Prepare and review contract modifications, amendments, and extensions as necessary.
- Provide advisory services on personnel accounting matters to senior management officials by assisting with financial planning, budgeting, and expense management.
- Coordinate procurement and distribution of resources.
- Manage inventory levels and ensure availability of supplies.
- Ensure compliance with regulatory requirements.
- Oversee the creation, organization, and maintenance of all relevant tracking documents and records associated with contracts, programs, and projects.
- Establish robust tracking systems and processes to monitor key metrics, milestones, and deliverables throughout project lifecycle.
- Generate reports, analyze data, and provide insights into project performance, resource utilization, and financial status to senior leadership to enable informed decision-making and strategic planning to optimize project outcomes.
- Interpret and apply contractual terms and conditions to determine the rights, obligations, and responsibilities of each party ensuring that any proposed resolutions are consistent with the contract provisions and legal requirements.
- Maintain detailed records of claims, complaints, discussions, and resolutions throughout the arbitration process.
- Help mitigate risks associated with contract performance and enforcement.
- Generate quarterly operational contract status reports for COR, with a due date no later than the second Monday of each calendar quarter.
- Generate monthly costs status reports and submit to COR no later than the second Monday of each month throughout the contract lifecycle.
- Prepare monthly financial in-process reviews for briefings with COR and other Government personnel, ensuring all presentation materials are received at least three (3) business days prior to meeting.
- All other duties as assigned.
MINIMUM QUALIFICATIONS :
- Strong financial management skills including budgeting, forecasting, and cost analysis.
- Excellent communication and negotiation skills.
- Strong analytical skills to interpret complex contractual terms, assess risks, and identify solutions to mitigate potential risks.
- Exceptional attention to detail for maintaining accurate documentation, tracking project progress, and ensuring compliance with contractual requirements and regulatory standards.
- Knowledge of contract law, government contracting regulations, and industry standards to mitigate legal risks associated with contract performance.
- Proficiency in contract management software tools, and Microsoft Office Suite.
- Strong teamwork and leadership skills to effectively collaborate with cross-functional teams, motivating team members, and driving project success.
- Ability to obtain and maintain Secret security clearance.
- United States citizen.
REQUIRED EDUCATION & EXPERIENCE :
- Non-Military Personnel : Bachelor’s degree in business administration, operations management, contract management or related field.
- Minimum of seven (7) years’ experience in contract management or related field.
- Prior Military Personnel : Senior Non-Commissioned Officer (NCO) with a minimum five (5) years’ experience, orCompany Grade Officer with minimum of three (3) years’ experience in related field.
Minimum of seven (7) years’ experience in business administration, operations management, contract management or related field.
PREFERRED :
Non-Military Personnel : Master’s degree in business administration, operations management, contract management, or related field.
Minimum of ten (10) years’ experience related to business administration, operations management, contract management, or related field.
Prior Military Personnel : Senior Non-Commissioned Officer (NCO) with a minimum fifteen (15) years’ experience in related field, orCompany Grade Officer with minimum of five (5) years’ experience in related field.

PHYSICAL RESPONSIBILITIES :
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to fifty (50) pounds.
- Must be able to access and navigate each department at the organization’s facilities.
- Flexibility to work a rotating schedule as needed in the event of contingencies or as directed by management.
