Job Summary
Under general direction of CAO, this position works in an independent manner, responsible for management and supervision of the BFTV Cluster business unit, which includes pre / post-award and fiscal management, purchasing, inventory, and facilities.
- Responsible for highly complex technical financial services for a variety of faculty research projects and departmental finances, which include intramural and extramural funds;
- state and federal contracts / grants; income / recharge, gift, and endowment accounts. Performs budgetary analysis; reporting and long-range, strategic planning;
grant management and accounting; and other related fiscal and management duties. Interprets and applies university regulations, policies, and procedures pertaining to financial administration, responsible for financial management, reporting and control of all faculty funding and OMB / A-21 federal compliancy issues.

Minimum Qualifications

- Experience in business management, accounting principles and practices, fund accounting, developing complex budgets, establishing internal controls, financial analysis, forecasting and strategic planning to analyze and compile financial data and reports.
- Experience with leading, managing, supervising, evaluating, coaching / mentoring, classification administration, performance management;
and employee and labor relations and experience with policies, procedures, and applicable laws relating to the maintenance of confidential and sensitive information.
- Experience in financial analysis, forecasting and strategic planning to analyze and compile financial data and reports, and experience analyzing complex accounting information or problems, deriving logical conclusions to provide a sound basis for establishing priorities, and selecting appropriate courses of action.
- Experience with federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.
Familiarity with governmental laws and regulations, such as Federal OMB Circulars A-21, A-110, A-133.
- Experience with contracts / grants administration from proposal preparation and submission to account creation and management to closeouts, which includes controlling complex budgets, accounting and personnel functions, detailed budget preparation, purchasing, payroll, ledger reconciliation, and fiscal close.
- Independent judgement skills to determine the type of quantitative data needed for analyses and to develop recommendations based on the analysis and experience interpreting, applying, and communicating policy and procedures to provide advice for management and exchange information.
- Strong interpersonal and written and oral communication skills to clearly and effectively interact with individuals of varying backgrounds to research, secure, and provide information to clarify situations, and to resolve problems.
- Organizational skills to maintain a high level of efficiency and effectiveness and for record keeping and time management and computer skills to utilize various programs and software for word processing, spreadsheets, and website applications.

- Experience with UC Davis applications for finance, payroll, travel, purchasing, inventory, and facilities.
- Experience with cost allocation methods.
- Experience with inventory and facilities management.

Department Overview
BFTV is a large administrative cluster, providing administrative and technical support for teaching, research, and outreach to the faculty, staff, and students of Biological and Agricultural Engineering, Food Science and Technology, and Viticulture & Enology within the two colleges of CA&ES and COE.
These departments and the Cluster have a combined estimated annual operating budget for teaching, research, outreach, and support of $123MM, composed of state, federal, and extramural funds, endowments, gifts, and sales income.
The Cluster supports 60 faculty, 110 staff, 140 other academic titles and approximately 600 combined undergraduate and graduate students annually.
