Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Legal Affairs Division serves as the in-house legal department for DOF, providing professional and comprehensive legal advice and services supporting a full range of city tax and other revenue-related matters.

Legal Affairs Division attorneys and staff handle various legal issues, including real property taxes and exemptions, business income and excise taxes, collections, parking violations, treasury, land registry, Conciliation Bureau conferences, FOIL, and employment law.

Legal Affairs is seeking an experienced State and Local tax attorney to manage the agency's tax conciliation function. The Director of Conciliations & Post-Audit Tax Processing will supervise and manage all aspects of the Conciliations Unit, working to resolve New York City Business Income and Excise Tax cases and managing the processing of cases in the Business Tax Services (BTS) system.

Within the Legal Affairs Division, Conciliations offers an independent forum for taxpayers to resolve City business income and excise tax disputes in an informal conference setting.

The Director's responsibilities will include :

Managing the Conciliations process and caseload, handling tax complex cases with multiple tax issues, and supervising staff.

This includes supervising the full conference process and supporting senior conciliators and staff in handling cases.

  • With a strong and detailed understanding of the New York City tax laws and issues involved in the matter, work diligently to provide a professional conference experience and an appropriate resolution of the tax issues.
  • Conduct conciliations conferences with taxpayers and their representatives, Legal Affairs staff and Tax Audit to successfully resolve cases that close unagreed in Tax Audit.
  • Identifying tax issues for further policy considerations at DOF.
  • Directing the processing of post Audit cases within DOF's computer systems. Collaborate with DOF divisions, including Tax Audit and Enforcement, Information Technology and others to ensure accurate and timely processing of payments for tax cases and adjustments.
  • Identify, create and produce reports and metrics on cases including key information on resolutions, settlements, case closures and processing.
  • Organize and schedule the case calendar and manage the case flow throughout the process.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
