A professional manager, Global Trade Technology Management is a Jurisdiction Classification (ECCN / USML) and a Harmonized Tariff Schedule (HTS) Specialist.

An expert with both export and import classification determination. The position requires both a high-level understanding of technology and an intimate knowledge of the regulations surrounding their export and import.

The Avionics Technology Manager will support the Global Trade (GT) program and technology management activities across the business unit.

These responsibilities include reviewing and implementing GT policies and procedures across Avionics. This is an individual contributor role that drives change and results collaborating across multiple business and functions leaders, especially with engineering.

This role will be hybrid, the preferred candidate will be available to work at one of our Collins Aerospace - Avionics locations in Cedar Rapids, IA, Melbourne, FL or Wilsonville, OR

What You Will Do :

  • Working under / within the following U.S. Regulations; Export Administration Regulation (EAR), International Traffic in Arms Regulation (ITAR)
  • Perform most sophisticated JC classification analysis, determination, and validation (resolution of JC escalation, supplier issues, etc.)
  • Perform HTS (HS)classifications.
  • Support investigations and reviews of possible GT escapes and disclosures, root cause of escapes and implement corrective actions
  • Analyze business needs (including technology needs) with respect to export authorization requirements
  • Support Commodity Jurisdiction (CJ) and Commodity Classification Automated Tracking System (CCATS) to government agencies.
  • Support development and delivery of formal and informal JC and HTS Focal training and classification auditing.

Qualifications You Must Have :

  • U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here :
  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
  • Prior experience interpreting and managing policies and procedures

Qualifications We Prefer :

  • BS / MS Engineering or Business Administration
  • Engineering and / or technical background
  • Aerospace (program / technical) experience
  • Experience with classifications under the World Customs Organization (WCO) HTS
  • Minimum 5 years of experience determining US Export classifications; specifically the EAR Commerce Control List (CCL) and ITAR United States Munitions List (USML)
  • Minimum 2 years working with GT and related import / HTS classification matters
  • Experience with Collins / RTX current trade compliance related processes (classifications, authorizations, logging, compliant transfer modes, record keeping, etc.

and Collins specific GT related systems (GTS, SAP, OCR, MKDenial, xClass, TEXPORT) is a plus.

Experience with non-US regulations

Hybrid : Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education / training, and key skills.
