Job Overview

The Professional Standards & Human Rights Investigator conducts impartial and unbiased investigations to determine if allegations of wrong-doing and / or discrimination violate established County policies, standards, ethics, laws, or Human Rights Ordinance.

Preferred Candidate

The preferred candidate will have a minimum of 2 years’ experience conducting equal opportunity / human resources investigations, including interviews with high level officials, and exceptional analytical and report writing skills.

Minimum Qualifications Required

Graduation from an accredited four-year degree granting college or university in Human Resources Management, Paralegal studies, pre-law, criminology / criminal justice, Social Sciences or in any Behavioral Sciences;

Juris Doctor preferred) AND

Two (2) years of experience in interpreting and applying civil rights laws and regulations, performing investigative work in the human rights field, or mediating disputes and negotiating agreements in the human rights field and conducting internal investigations for a corporation, government or military;

experience conducting investigations with staff at all levels across an organization, and gathering, analyzing and synthesizing information and data from multiple sources, and summarizing investigate findings clearly and concisely in writing; OR

  • An equivalent combination of education (not less than a high school diploma / GED), training and experience that would reasonably be expected to provide the job-related competencies noted below; AND
  • Possession of a valid Florida Driver's License.
  • PHR / SPHR or a similarly recognized certification in Human Resource Management is preferable.

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Gather, examine, and analyze data, documents, and other pertinent evidence related to a complaint of alleged wrong-doing and / or discrimination.
  • Prepare interview questions and conduct interviews, including the Respondent(s), Complainant(s), and Witnesses.
  • Prepare written summaries of audio recorded interviews.
  • Prepare written communications to Respondents, Complainants, and attorneys, such as : the complaint itself, notice of complaint to the Respondent, request for information to Complainant / Respondent / attorney, etc.
  • Based on the evidence and established case facts, render a determination whether reasonable cause exists. Document and support findings in an Investigative Report that is reviewed by the County Attorney's Office for legal sufficiency.
  • Communicate Investigative Report findings in accordance with established protocols.
  • Enter case activities and documents into case management system. Run case status reports.
  • Other duties as assigned.

Job Specifications

  • Considerable knowledge of investigative interviewing techniques and skilled in conducting investigations.
  • Considerable knowledge of Federal, State, and local laws and regulations, and agency policies associated with investigations of discrimination complaints and allegations of employee wrong-doing.
  • Ability to prioritize tasks and work with minimal supervision to meet established deadlines.
  • Ability to communicate effectively both orally and in writing.
  • Ability to follow oral and written instructions.
  • Ability to work effectively with others.
  • Ability to collect, organize, and evaluate data / information and reach logical conclusions.
  • Ability to operate and maintain computerized databases.
  • Skilled listener, and interpreter of body language.
  • Skilled collaborator; enlisting persuasion, mediation, and negotiation to resolve conflict.
  • Critical Thinking : Ability to gather, assess and interpret relevant information, and come to well-reasoned conclusions and solutions.

Ability to see and state beyond the obvious. Able to analyze and engage in reflective evaluation of facts to reach sound conclusions and case determinations.

Knowledge and understanding of policy / ordinance implications and an understanding of the impact on the County. A high degree of analytical thinking to resolve intricate, and complex problems requiring consultation with others.

  • Analytical Ability : Ability to analyze, articulate, conceptualize or solve both complex and uncomplicated problems by making decisions that are sensible given the available information and fact-finding.
  • Decision Making : Ability to understand and work with qualitative, variable, and subjective information which influences decision making and case determinations.
  • Managing Complexity : Manages multiple complex situations / projects simultaneously.
  • Communication : Skill in influencing the actions or behaviors of others through collaboration, persuasion, mediation, negotiation, and relationship building which can involve both internal and external stakeholders.

Ability to adjust communication content and style to meet the needs of diverse stakeholders.
