PRIMARY RESPONSIBILITIES :
Directs, implements and coordinates all of the RHA's human resources policies and programs. Acts as advisor to all staff in the area of labor relations and personnel related situations.
The incumbent is responsible for the general supervision of other employees of the department.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
- Assures that the RHA is in compliance with HUD, EEO, OSHA and all related federal, state and local statues dealing with personnel.
- Conducts studies of all personnel policies, programs, and practices to keep the Housing Authority current with local practices.
Recommends implementation.
- Verifies that interpretation of company personnel policy is made known, through letters, bulletins or personal contact.
- Maintains a control program to address absenteeism and turnover.
- Counsels RHA management regarding complicated personnel situations.
- Coordinates the employment function to include reference checks, medical exams and interviews. Additionally, coordinates all job postings.
- Overall responsibility for personnel files and benefits administration.
- Responsible for reviewing performance appraisals and ensuring merit increases.
- Handles all workers' compensation and unemployment compensation cases.
- Prepares salary and wage comparability studies and participates in labor contract negotiations.
- Prepares position descriptions and updates them annually.
- Represents the department to other departments and outside organizations. Attends Board of Commissioners meetings and various community employee meetings when necessary to obtain or provide information concerning the Human Resources Department.
- Responsible for departmental budget preparation and various required reports.
- Responsible for developing internal and external training programs.
- Responsible for the affirmative action plan.
- Reviews, evaluates and monitors the performance of department employees. Conducts performance reviews. Takes or recommends disciplinary action when appropriate.
MINIMUM QUALIFICATIONS REQUIRED AT TIME OF APPLICATION
Bachelor's degree (B. A.) from a four year college or university plus four years related experience and / or training; or H.
S. with equivalent combination of education and experience.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Comprehensive knowledge of personnel practices and procedures, EEO and labor law.
- Ability to train and direct others in management skills, handling personnel issues, etc.
- Ability to maintain effective work relations with all employees, other departments and federal, state and local government representatives.
- Must be able to respond to emergency calls.
- Must possess a valid driver's license, be insurable by RHA and able to provide personal transportation as needed to perform duties (reimbursement will be made per RHA Travel Policy).
A copy of current driver's license and personal vehicle liability insurance (if operating a personal vehicle while on RHA business) must be on file in Human Resources.
All positions with the Rockford Housing Authority require a valid State of Illinois driver's license. If you are relocating from another state, a valid driver's license from your current state will be accepted temporarily.
However, in accordance with Illinois state law, you must obtain a valid Illinois driver's license within 90 days of establishing residency.
