ABOUT US :

The mission of the Workforce Strategies and Rural Health Department of the Tennessee Hospital Association (THA) is to support and improve access to high quality healthcare services with a special focus on rural and underserved communities and hospital workforce challenges.

The department manages two grants that focus on rural hospital operations improvement and the recruitment and retention of the healthcare workforce in high-need locations across the state.

One division of the department manages the day-to-day operations of the Tennessee Center for Health Workforce Development (TCWD), a workforce-based nonprofit under the THA umbrella, which seeks to improve the health of Tennesseans by guiding healthcare workforce development.

TCWD's programs include recruiting and placing primary care physicians, providing financial incentives to medical residents in exchange for a commitment to serve in an underserved area, providing funds to hospitals and health centers to attract qualified caregivers, matching medical residents with rural rotations, and educating Tennessee students about healthcare professions.

The second division of the department, Hospital and Health System Support, provides education and technical assistance to Tennessee's Small and Rural hospitals through THA's Small and Rural Hospital Constituency Executive Committee and the Medicare Rural Hospital Flexibility Grant Program (Flex) in partnership with the State Office of Rural Health within the Tennessee Department of Health.

The Flex grant provides financial, operational, and quality support to critical access hospitals. In addition to the support of small and rural hospitals, this division focuses on workforce challenges specifically taking place at hospitals.

Focus areas within this workforce portfolio include pipeline and pathway development between employers and secondary and post- secondary education institutions and nursing and allied health recruitment and retention practices.

JOB SUMMARY :

The responsibilities of this position include engagement with healthcare professionals and leaders across the state. This position focuses on clinical program management and facilitation of department nursing and allied health programs, primarily the THA Nurse Residency Program.

Additional program management will include communication, promotion, and design of TCWD's nursing and allied health clinical programs to eligible healthcare professionals and healthcare employers and organizations across the state.

This role develops and leads evaluation and outcome tools to demonstrate effectiveness and improvement of programs. This position is also engaged in networking with key stakeholders regarding the development of new and current programs.

Also, this position plans and develops TCWD-affiliated conferences, forums, and meetings to increase partnership efforts.

Additional administrative support of TCWD activities is a responsibility, such as TCWD's incentive programs, council and board meeting preparation, workforce programing, and internal meetings and conferences.

ESSENTIAL FUNCTIONS OF THE JOB :

1. The ability to adapt to a changing work environment and meet challenges presented throughout the day.

2. Lead daily operations of clinical workforce development programs, including the THA Nurse Residency Program.

  • Develop and manage Nurse Residency Program curriculum, including clinical rotations, educational modules, and skill development workshops.
  • Provide programmatic evaluation methods, including monitoring of performance, analyzing data, and preparing reports on outcomes and trends.
  • Monitor and assess the progress and performance of nurse residents, including conducting evaluations and providing constructive feedback.
  • Collect and analyze program data to measure effectiveness, identify areas for improvement, and implement enhancements.
  • Work collaboratively with nursing leadership, educators, and clinical staff at participating hospitals to ensure alignment of the residency program.

3. Mange and facilitate workforce programs for health sciences and nursing.

  • Design, implement, and refine existing and prospective nursing and allied health recruitment and training programs.
  • Establish and maintain relationships with healthcare employers and academic or training partners to assess needs in clinical workforce programing and the evaluation of current programs.
  • Engage and educate hospital members and statewide network about nursing workforce initiatives and incentives.
  • Plan, develop, and lead activities related to workforce programs, including program work groups and program updates based on best practices and evidence-based standards.
  • Establish and maintain relationships with healthcare employers and academic or training partners to assess needs in workforce programing and the evaluation of current programs.

4. Provide department operations in relation to the development of new or existing programs. This work includes but is not limited to :

  • Working directly with the Workforce Strategies Director on developing a process manual for incentive programs.
  • Managing and facilitating workforce programs for health sciences and nursing training and incentive programs.
  • Collaborating to create application guidelines, program metrics, and evaluation tools for workforce programs.
  • Communication and marketing in partnership with the Communications Coordinator.

5. Assist the Workforce Strategies Director with the development and implementation of current and new programs.

6. Evaluate applicants and participate on review committees for workforce incentives and programming.

7. Participate in the planning and development of external conferences, forums, and meetings for increasing partnership efforts among workforce networks, hospitals, and / or educational institutions.

8. Make recommendations for additional courses of action needed to successfully develop departmental programs.

9. Participate in and / or lead committees, webinars, and conference calls that pertain to healthcare workforce issues.

10. Must be available in the office during regular office hours, unless job responsibilities require otherwise, or hybrid work arrangement is in place.

11. Must be available for out-of-town travel approximately 20 percent of the time (50 days), including overnight, be able to drive an automobile, and maintain a valid driver's license.

MARGINAL JOB FUNCTIONS :

1. Stay abreast of issues and resources that affect workforce development and industry recruitment and retention innovations.

2. Attend state and national meetings relevant to the healthcare workforce and / or the referral and placement of healthcare clinicians with an underserved population.

3. Assist department colleagues with ongoing projects as needed to further its mission.

4. Inform the Director and department staff on various developments in nurse education and recruitment for awareness.

EDUCATIONAL AND EXPERIENCE REQUIREMENTS NEEDED TO PERFORM THE DUTIES OF THE JOB :

1. Bachelor's degree preferred

2. A minimum of three years working in healthcare required

3. Experience in project management required

4. Experience in facilitation and public speaking required

5. Experience in working with various clinical workforce programs, such as internship / externship / apprenticeship preferred

6. Experience working in a Tennessee acute care hospital preferred

7. Experience working with a governing board preferred

LICENSING OR OTHER SPECIAL CERTIFICATIONS REQUIRED :

Registered Nurse License (RN) preferred
