General Purpose :

The Director of Analytics is responsible for the management of analytics projects, delivering on the data-related agency work plan initiatives and coordination of analytic-related activities.

The Director works closely with the COO and Director of Research to manage the breadth and depth of the work profile of the Research & Analytics Team and ensures product quality and execution aligned with internal and external deadlines.

The Director oversees the development and maintenance of community health datasets with information from a wide range of sources (NYS, payers, providers and others), and makes recommendations for the continued evolution of analytic and database tools.

The Director serves as an advisor to the COO and co-leads the operations of the Research and Analytics team. They will work closely with the Research & Analytics team to scope internal and external projects and determine resources needed to execute on those projects.

Responsibilities / Accountabilities :

Management / Leadership

  • Establishes priorities for departmental initiatives that align with the Common Ground Health Mission, Vision and Work Plan, and adjusts priorities to meet changing demands appropriately.
  • Coaches, mentors, and supervises research and analytic staff.
  • Works with the Chief Operating Officer and Finance Director, drafts and submits budget proposals and oversees the departmental budget as approved.
  • Manages relationships with external partners who have population health data needs and / or complementary data sets.
  • Coordinates with cross-agency departmental leadership to allocate support resources to projects driven by other areas appropriately.
  • Is a member of the agency management team and advises on the agency’s strategic planning initiatives.

Analytics Strategy and Execution

  • Develops analytic strategy and deliverables in partnership with Director of Research and COO.
  • Assures the quantity, timeliness, and accuracy of analytic products and services.
  • Meets with internal and external stakeholders to gather work requirements; serves as a liaison
  • Leads efforts to secure access to needed databases from the state, insurers, hospitals and other sources
  • Manages external vendor or contract relationships established to support database administration services.
  • Strategizes with the Rochester Regional Health Information Organization (RRHIO) to explore how HIE data can be used for population health improvement.

Project Management & Process Improvement

  • Working with the COO, ensures projects are scoped correctly and meet budget requirements.
  • Serves as a project manager for projects originating within the Department of Research & Analytics and from external stakeholders
  • Assembles and leads project teams and conducts regular project team meetings.
  • Identifies opportunities to improve processes and procedures, recommends and implements changes to improve efficiency.

  • Very strong analytical reasoning and quantitative skills.
  • Ability to develop and manage work plans with deliverables, milestones, and performance measures.
  • Very strong planning and organizational skills for overseeing simultaneous multi-dimensional projects.
  • Expertise in defining analytic projects from general requirements and hypotheses.
  • Capable of guiding and teaching others on both technical and conceptual elements of analytic work.
  • Ability to creatively problem solve to more effectively and efficiently analyze data.
  • Expertise analyzing health-related data such as claims, clinical records (EMR / HIE), and public health measures.
  • Demonstrated commitment to health equity and anti-racism.
  • Ability to communicate effectively with diverse populations (including creation and presentation of slides and reports).
  • Strong interpersonal skills and poise to work directly with senior leaders, partners, staff and all stakeholders. Must have the ability to foster strong, supportive relationships with colleagues and peers.

  • Minimum Qualifications :
  • Master’s Degree in a relevant discipline such as health administration, public health, data science or business, or bachelor’s degree with relevant experience.

  • Deep experience leading complex quantitative analytic projects with large data sets
  • Experience managing complex projects that involve multiple departments and / or external stakeholders.
  • Strong competence with data and analytics tools such as SQL, Excel, and Tableau.
  • Familiarity with both patient- and population-level health data such as claims, clinical records, and public health measures.
  • At least a basic understanding of health care at the local, state, and national level.
  • Demonstrated proactive approach to leading teams.
  • Experience working with diverse groups of people across all organizational levels.
  • Strong written and oral communication skills.
  • Experience with Microsoft office products (Word, Outlook and PowerPoint), project management software (Microsoft Project, Smartsheet), databases and data base querying tools (Access, SPSS, SQL Server etc.)
  • Maintains residency in New York State with residency in the Finger Lakes region strongly preferred.
  • Experience using web-based video conferencing systems such as Zoom required.
  • Physical Requirements :
  • Must be able to work in a hybrid environment that requires both remote and in-person work.
  • Occasional travel to local and regional meetings by vehicle. Sits for long periods. Works long hours on a computer. Uses a keyboard.

  • Occasionally required to climb or balance; and stoop, kneel, crouch or crawl. Must frequently lift and / or move up to 10 pounds and occasionally lift and / or move up to 25 pounds.
