Job Summary

The Senior Director of Operating Rule Compliance will be responsible for the oversight of all rule's compliance activities in MBTA Operations.

The Senior Director will review, develop, and direct the implementation of operating rules to continuously improve the safety of all MBTA employees and customers.

The Senior Director will also ensure that there are clear processes in place for rule review and implementation across all divisions of MBTA Operations including Operations Control Center, Rail and Bus Transportation and Maintenance, Power, Signals, Maintenance of Way, Operations Training, and others.

Duties & Responsibilities

  • Work closely with the Chief Operating Officer (COO) to ensure the vision and the mission of the Authority and the COO are communicated and implemented throughout all Operating departments as it relates to Operating Rules.
  • Oversee the centralization of Operating rules governance to ensure the frequent, consistent, and quality rule review and changes.
  • Oversee and manage the review, development, and implementation of Operating rules for all departments within Operations across various functional disciplines.
  • Direct and manage rules examiners ensuring that all operating rules for all modes are appropriately reviewed, monitored and updated according to a set schedule and standard.
  • Work with Bus Operations, Rail Operations, Engineering & Maintenance, Vehicle Maintenance and MBTA Safety to ensure Operating rules are disseminated and clearly communicated to the front-line workforce including all those conducting rules compliance audits.
  • Compile and issue operating instructions via Special Order, Bulletin Order, SOP, or other documents as directed.
  • Work with the Senior Director of Operations Training to ensure that rule changes are up to date and incorporated into Training materials in a timely and effective manner.
  • Work with Senior Operations Leadership to determine whether areas of concern identified through either reportable incidents or field compliance audits warrant changes in operating rules.
  • Remain up to date on and fulfill all roles and responsibilities as related to the MBTA's Safety Plan and ensure resources are available to all staff informing them of their roles and responsibilities in the Safety Plan.
  • Ensure the department's compliance with Authority policies and procedures, including compliance with all applicable safety standards, discipline processes, and mandated trainings.
  • Establish and maintain sound union / management relations while upholding the rights and interests of management and adhering to collective bargaining agreements.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner.
  • Respond, directly or through others, and / or report to work for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies, service disruptions, and / or other events as needed.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the

  • Perform related duties and projects as assigned.

Oversee and direct Rules Examiners and support staff

Minimum Requirements & Qualifications

Ten (10) years of experience in Transit Operations interpreting, enforcing and / or writing operating rules.

Two (2) years of supervisory / leadership experience

Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking, and time management skills.

Experience using MS Office, PowerPoint, and Graphic applications.

Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers.

Possession of a valid driver's license without infractions in accordance with MBTA policy.

Have the ability to work any and all shifts and / or locations assigned or directed.

Be available to work twenty-four (24) hours per day, seven (7) days per week, 365 days per year.

Have the ability to supervise and work effectively with a diverse workforce.

Ability to qualify on MBTA ROW and / or Roadway Worker Protection within 2 months of hire.

Preferred Experience and Skills

Experience as a senior transit executive with demonstrated leadership capabilities.

Bachelors' degree from an accredited institution in a related field

Experience as a Rules Examiner in transit operations.

Additional years of experience in Bus, Rail or similar transportation environment.

Familiarity with foreign / tenant railroad's operating rules (NORAC, GCOR, CSX, NS, etc.)

Familiarity with Code of Federal Regulations Part 49 : 214, 217, 218, 236

Job Conditions

Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.

Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTA's medical requirements, including a physical examination and drug and alcohol screening.

Substitutions Include

A Master's degree in a related subject substitute for two (2) years of general experience.

A nationally recognized certification, or statewide / professional certification in a related field substitutes for one year of experience
